AN ACT
Amending Title 18 (Crimes and Offenses) of the Pennsylvania
Consolidated Statutes, in firearms and other dangerous
articles, further providing for firearms not to be carried
without a license and for licenses.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Sections 6106(b)(15) and 6109(k)(1) of Title 18
of the Pennsylvania Consolidated Statutes are amended to read:
§ 6106. Firearms not to be carried without a license.

(b) Exceptions.--The provisions of subsection (a) shall not
apply to:

(15) Any person who possesses a valid and lawfully
issued license or permit to carry a firearm which has been
issued under the laws of another state, regardless of whether
a reciprocity agreement exists between the Commonwealth and
the state under section 6109(k), provided:

(i) The state provides a reciprocal privilege for
individuals licensed to carry firearms under section
6109.
(ii) The Attorney General has determined that the
firearm laws of the state are similar to the firearm laws
of this Commonwealth.
(iii) In making a determination that the firearm
laws of the state are similar to the firearm laws of this
Commonwealth, the Attorney General shall compare only the
provisions of section 6109(e)(1)(i), (ii), (iii), (iv),
(v), (vi), (vii) and (viii) and (x), (xi), (xii), (xiii)
and (xiv) to the prohibitions contained in the other
state's laws. The Attorney General shall have no
authority to utilize other conditions for comparing the
other state's laws.

§ 6109. Licenses.

(k) Reciprocity.--
(1) The Attorney General shall have the power and duty
to enter into reciprocity agreements with other states
providing for the mutual recognition of a license to carry a
firearm issued by the Commonwealth and a license or permit to
carry a firearm issued by the other state. To carry out this
duty, the Attorney General [is authorized to] may negotiate
reciprocity agreements and grant recognition of a license or
permit to carry a firearm issued by another state[.] and
shall do so where the laws of the other state are similar to
the provisions of subsection (e)(1)(i), (ii), (iii), (iv),
(v), (vi), (vii) and (viii) and (x), (xi), (xii), (xiii) and
