A RESOLUTION
Amending Senate Rule 20.
RESOLVED, That Senate Rule 20 be amended by adding
subsections to read:
Rule 20. Voting.

(n) Prohibited votes.--Except for resolutions introduced
under Rule 35, no roll call vote on final passage of a bill or
resolution shall be taken after 11:00 p.m. unless exigent
circumstances exist, as determined by an affirmative vote of
three-fourths of the members elected to the Senate.
(o) Waiting period.--Notwithstanding Rule 29(b) and except
for resolutions introduced under Rule 35, no vote shall be taken
on a bill or resolution less than 48 hours after the bill or
resolution has been introduced.
