A RESOLUTION
Directing the Joint State Government Commission to conduct a
study regarding the use of unmanned drones by State and local
agencies, including law enforcement agencies.
WHEREAS, In order to protect the Fourth Amendment rights of
the residents of this Commonwealth, knowledge of the use of
unmanned drones by State and local agencies, including law
enforcement agencies, is necessary; therefore be it
RESOLVED, That the Senate direct the Joint State Government
Commission to conduct a study regarding the use of unmanned
drones by State and local agencies, including law enforcement
agencies; and be it further
RESOLVED, That in conducting the study, the Joint State
Government Commission solicit input from all key stakeholders,
including, but not limited to, all State agencies authorized
under the executive branch, all county and municipal agencies,
including law enforcement agencies and school districts; and be
it further
RESOLVED, That the study include information on all of the
following:

(1) Unmanned aerial systems technology, including its
availability and capability.
(2) Drone technology, including how and where it can be
used.
(3) The current and planned use of drone technology by
State and local agencies, including law enforcement agencies,
within this Commonwealth.
(4) The use of drone technology by other state and local
agencies, including law enforcement agencies, outside of this
Commonwealth;
and be it further
RESOLVED, That the Joint State Government Commission submit
its findings to the General Assembly no later than January 1,
2017.
