A RESOLUTION
Amending Senate Rule XIV.
RESOLVED, That Senate Rule XIV(j) be amended and the rule be
amended by adding a subsection to read:
XIV COMMITTEES

(j) Consideration of legislation.--
(1) The prime sponsor of a bill or resolution may
request that the chair of a standing committee hold a meeting
on a bill or resolution introduced and referred to the
standing committee. The chair shall hold a public meeting
within ten legislative days of receiving a request from the
prime sponsor of a bill or resolution. All meetings on bills
or resolutions shall be subject to the requirements of 65
Pa.C.S. Ch. 7. The chair of a standing committee shall
provide reasonable opportunity for public comment or
testimony at each meeting.
(2) Within ten legislative days of a meeting on a bill

or resolution held under paragraph (1), the chair of a
standing committee shall hold a meeting of the standing
committee to consider the bill or resolution.
(k) Discharging committees.--
(1) No standing committee shall be discharged from
consideration of any bill, resolution or other matter within
[ten] 20 legislative days of its reference to committee
without the unanimous consent of the Senate or after such
[ten-day] 20-day period except by majority vote of all
members elected to the Senate.
(2) Such discharge shall be by resolution which shall
lie over one day for consideration upon introduction and
which may be considered under the Order of Business of
Resolutions on the Calendar.
