A JOINT RESOLUTION
Proposing an amendment to the Constitution of the Commonwealth
of Pennsylvania, providing for the general appropriation
bill.
The General Assembly of the Commonwealth of Pennsylvania
hereby resolves as follows:
Section 1. The following amendment to the Constitution of
Pennsylvania is proposed in accordance with Article XI:
(1) That Article III be amended by adding a section to read:
ยง 11.1. General appropriation bill.
(a) The general appropriation bill for a fiscal year shall
be introduced in the General Assembly prior to or on the first
Tuesday of the month following the Governor's budget address.
(b) On the first Tuesday of the month following the
Governor's budget address, and on the first Tuesday of each
subsequent month until the general appropriation bill is enacted
into law, the majority and minority chairpersons of the
Appropriations Committee of the Senate, the majority and
minority chairpersons of the Appropriations Committee of the

House of Representatives and a designee of the Governor's Office
shall present a joint report to the General Assembly detailing
the current status of the budget negotiations between the
General Assembly and the Governor's Office concerning the
general appropriation bill and any related revenue-generating
bills. The first report shall include the number of meetings
concerning the budget negotiations held between the General
Assembly and the Governor's Office, and any subsequent report
shall include the number of meetings that have occurred since
the previous report.
Section 2. (a) Upon the first passage by the General
Assembly of this proposed constitutional amendment, the
Secretary of the Commonwealth shall proceed immediately to
comply with the advertising requirements of section 1 of Article
XI of the Constitution of Pennsylvania and shall transmit the
required advertisements to two newspapers in every county in
which such newspapers are published in sufficient time after
passage of this proposed constitutional amendment.
(b) Upon the second passage by the General Assembly of this
proposed constitutional amendment, the Secretary of the
Commonwealth shall proceed immediately to comply with the
advertising requirements of section 1 of Article XI of the
Constitution of Pennsylvania and shall transmit the required
advertisements to two newspapers in every county in which such
newspapers are published in sufficient time after passage of
this proposed constitutional amendment. The Secretary of the
Commonwealth shall submit this proposed constitutional amendment
to the qualified electors of this Commonwealth at the first
primary, general or municipal election which meets the
requirements of and is in conformance with section 1 of Article

XI of the Constitution of Pennsylvania and which occurs at least
three months after the proposed constitutional amendment is
passed by the General Assembly.
