AN ACT
Amending the act of May 21, 1937 (P.L.774, No.211), entitled "An
act to facilitate vehicular traffic between the eastern and
western sections of the Commonwealth by providing for the
construction, operation and maintenance of a turnpike from a
point at or near Middlesex in Cumberland County to a point at
or near Irwin in Westmoreland County; providing for the
creation of the Pennsylvania Turnpike Commission, and
conferring powers and imposing duties on said commission;
authorizing the issuance of turnpike revenue bonds of the
Commonwealth, payable solely from tolls, to pay the cost of
such turnpike; providing that no debt of the Commonwealth
shall be incurred in the exercise of any of the powers
granted by this act; providing for the collection of tolls
for the payment of such bonds and for the cost of
maintenance, operation and repair of the turnpike; making
such bonds exempt from taxation; constituting such bonds
legal investments in certain instances; prescribing
conditions upon which such turnpike shall become free;
providing for condemnation; granting certain powers and
authority to municipal subdivisions and agencies of the
Commonwealth to cooperate with the commission; and
authorizing the issuance of turnpike revenue refunding
bonds," providing for reduced toll rates for disabled
veterans.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The act of May 21, 1937 (P.L.774, No.211),
referred to as the Pennsylvania Turnpike Commission Act, is
amended by adding a section to read:

Section 5.4. (a) A disabled veteran shall receive a fifty
per centum reduction in the electronic toll rate for the use of
the turnpike. To qualify for the reduced toll rate, the disabled
veteran must:
(1) Be a resident of this Commonwealth.
(2) Have a valid electronic transponder issued by the
commission.
(3) Submit a commission-approved application for approval of
the toll reduction.
(4) Submit documentation of a disability incurred in any war
or armed conflict which consists of the loss of one or more
limbs, or the loss of the use of one or more limbs, or total
blindness, or who is at least 50 per centum disabled as
certified by the United States Department of Veterans Affairs.
(5) Sign a statement submitting that the veteran will not be
involved in fraudulent activities as defined by the commission.
A violation of the statement by the veteran may result in loss
of electronic transponder privileges.
(b) The commission shall have thirty days from the effective
date of this section to publish the application and guidance
necessary to implement this section. Following the submission of
a completed application, the commission shall have forty-five
days to determine the approval of an application.
Section 2. This act shall take effect in 60 days.
