AN ACT
Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
act relating to the public school system, including certain
provisions applicable as well to private and parochial
schools; amending, revising, consolidating and changing the
laws relating thereto," in high schools, further providing
for courses of study.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 1605 of the act of March 10, 1949
(P.L.30, No.14), known as the Public School Code of 1949, is
amended by adding subsections to read:
Section 1605. Courses of Study.--* * *
(c) (1) Beginning in the 2016-2017 school year, each school
board operating school grades 9 through 12, the operator of each
charter school that operates school grades 9 through 12 and the
governing body of each private school that operates school
grades 9 through 12 shall provide instruction in cardiopulmonary
resuscitation and the use of an automated external defibrillator
to pupils enrolled in the school district, charter school or
private school as a requirement for graduation from high school.

The school board, operator of the charter school or governing
body of the private school shall use and incorporate into the
instruction the psychomotor skills necessary to perform
cardiopulmonary resuscitation (CPR) and awareness in the use of
an automated external defibrillator (AED):
(i) an instructional program developed by the American Heart
Association or the American Red Cross; or
(ii) an instructional program which is nationally recognized
and is based on the most current American Heart Association
Guidelines for cardiopulmonary resuscitation and emergency
cardiovascular care.
(2) A certified teacher shall not be required to be an
authorized CPR/AED instructor to facilitate, provide or oversee
instruction for training that does not result in a course
completion card being earned.
(3) Courses which result in a course completion card being
earned shall be taught by an authorized CPR/AED instructor.
(d) As used in this section, "psychomotor skills" shall mean
the use of hands-on practicing to support cognitive learning.
Section 2. This act shall take effect in 60 days.
