AN ACT
Amending the act of April 9, 1929 (P.L.177, No.175), entitled
"An act providing for and reorganizing the conduct of the
executive and administrative work of the Commonwealth by the
Executive Department thereof and the administrative
departments, boards, commissions, and officers thereof,
including the boards of trustees of State Normal Schools, or
Teachers Colleges; abolishing, creating, reorganizing or
authorizing the reorganization of certain administrative
departments, boards, and commissions; defining the powers and
duties of the Governor and other executive and administrative
officers, and of the several administrative departments,
boards, commissions, and officers; fixing the salaries of the
Governor, Lieutenant Governor, and certain other executive
and administrative officers; providing for the appointment of
certain administrative officers, and of all deputies and
other assistants and employes in certain departments, boards,
and commissions; and prescribing the manner in which the
number and compensation of the deputies and all other
assistants and employes of certain departments, boards and
commissions shall be determined," providing for the powers
and duties of the Department of Labor and Industry in job
creation; and making inconsistent repeals of certain
provisions of the Public School Code of 1949, the Public
Welfare Code, the Pennsylvania Adult and Family Literacy Act,
the Project Independence Act and the Job Enhancement Act.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The act of April 9, 1929 (P.L.177, No.175), known
as The Administrative Code of 1929, is amended by adding a

section to read:
Section 2210.2. Job Creation.--The Department of Labor and
Industry shall have the power and its duties shall be:
(a) To administer, in consultation with the Department of
Community and Economic Development, job training programs
authorized under Chapter 29 of the act of June 29, 1996
(P.L.434, No.67), known as the "Job Enhancement Act."
(b) To administer, in consultation with the Department of
Education:
(1) Job training programs authorized under the Wagner-Peyser
Act (June 6, 1933, c.49, 29 U.S.C. § 49 et seq.).
(2) Job training and skill enhancement programs under the
act of October 22, 1986 (P.L.1452, No.143), known as the
"Pennsylvania Adult and Family Literacy Education Act."
(c) To administer, in consultation with the Department of
Human Services, job training programs authorized under the
following:
(1) Section 403 of the Social Security Act (49 Stat. 620, 42
U.S.C. § 603).
(2) Section 115(d)(1)(A) of the Personal Responsibility and
Work Opportunity Reconciliation Act of 1996 (Public Law 104-193,
21 U.S.C. § 862a(d)(1)(A)).
(3) The Community Services Block Grant Act (Public Law 105-
285, 42 U.S.C. § 9901 et seq.).
(4) Section 2508.3 of the act of March 10, 1949 (P.L.30,
No.14), known as the "Public School Code of 1949."
(5) Article IV of the act of June 13, 1967 (P.L.31, No.21),
known as the "Public Welfare Code."
(6) The act of July 13, 1987 (P.L.332, No.62), known as the
"Project Independence Act."

Section 2. The following acts and parts of acts are repealed
insofar as they are inconsistent with the addition of section
2210.2 of the act:
(1) Section 2508.3 of the act of March 10, 1949 (P.L.30,
No.14), known as the Public School Code of 1949.
(2) Article IV of the act of June 13, 1967 (P.L.31,
No.21), known as the Public Welfare Code.
(3) The act of October 22, 1986 (P.L.1452, No.143),
known as the Pennsylvania Adult and Family Literacy Education
Act.
(4) The act of July 13, 1987 (P.L.332, No.62), known as
the Project Independence Act.
(5) Chapter 29 of the act of June 29, 1996 (P.L.434,
No.67), known as the Job Enhancement Act.
Section 3. This act shall take effect in 60 days.
