A RESOLUTION
Recognizing November 19, 2016, as "National Adoption Day" in
Pennsylvania.
WHEREAS, Adoption provides a child with a lifetime connection
to a family, profoundly changing the course of that child's life
by providing stability, security, love and opportunity; and
WHEREAS, "National Adoption Day" is a collective national
effort to raise awareness of the more than 100,000 children
across the United States who are in foster care and waiting to
be adopted; and
WHEREAS, This annual one-day event held on the Saturday
before Thanksgiving has made the dreams of thousands of children
come true by working with policymakers, practitioners and
advocates to finalize adoptions and further create and celebrate
adoptive families; and

WHEREAS, Approximately 4,000 children in the United States
had their adoptions finalized on the 16th annual "National
Adoption Day" in 2015; and
WHEREAS, Since its inception in 2000, "National Adoption Day"
has helped nearly 58,500 children in the United States move from
foster care to adoption; and
WHEREAS, More than 2,500 children in this Commonwealth are
currently waiting to be adopted; and
WHEREAS, The average wait for a child in foster care to be
adopted is three years; and
WHEREAS, More than 23,000 children in the United States age
out of the foster care system every year with no family or
permanent home; and
WHEREAS, The collaboration between and commitment of both
public and private adoption agencies should be recognized as
these agencies tirelessly address the needs of children
throughout this Commonwealth and this nation; therefore be it
RESOLVED, That the House of Representatives recognize
November 19, 2016, as "National Adoption Day" in Pennsylvania.
