A RESOLUTION
Recognizing the week of May 1 through 7, 2016, as "Small
Business Week" in Pennsylvania.
WHEREAS, Every year since 1963, the President of the United
States has issued a proclamation announcing "National Small
Business Week," which recognizes the critical contributions of
America's entrepreneurs and small business owners; and
WHEREAS, Small businesses create about two out of every three
new jobs in this country each year; and
WHEREAS, More than half of Americans either own or work for a
small business; and
WHEREAS, Small businesses make up 98.2% of all employers in
this Commonwealth; and

WHEREAS, Small businesses helped this Commonwealth attain a
4.6% unemployment rate in January 2016, which was lower than the
national average of 4.9%; and
WHEREAS, Small businesses employ approximately half, or 2.4
million, of this Commonwealth's private work force; and
WHEREAS, The 999,591 small businesses in this Commonwealth
produce billions of dollars in annual income, including
benefits; and
WHEREAS, More small business owners are anticipating economic
expansion in the coming year than at any point since the end of
the economic recession; and
WHEREAS, The Commonwealth's commitment to small business
development and advancement is clear in many ways, such as the
work of the Pennsylvania Office of Small Business Advocate; and
WHEREAS, The ongoing work of the Pennsylvania Office of Small
Business Advocate afforded an estimated $90 million in savings
in 2015 annual utility cost savings, with an estimated $222
million in utility cost savings over the next three years,
realized by this Commonwealth's small business utility
customers; and
WHEREAS, Most new jobs that are created in this Commonwealth
are in small businesses; therefore be it
RESOLVED, That the House of Representatives recognize the
week of May 1 through 7, 2016, as "Small Business Week" in
Pennsylvania.
