A RESOLUTION
Adopting a temporary rule of the House of Representatives
relating solely to amendments to the General Appropriation
Bill for the fiscal year 2015-2016, Senate Bill 1073 (2015).
RESOLVED, That the House of Representatives adopt a temporary
rule to read:
TEMPORARY RULE
For all amendments offered to the General Appropriation Bill
for the fiscal year beginning on July 1, 2015, Senate Bill 1073
(2015), Rule 19(b) of the 2015-2016 General Operating Rules of
the House of Representatives shall not apply and this temporary
rule shall apply.
Any amendment offered on the floor of the House to Senate
Bill 1073 that proposes to increase spending of State dollars
for the Commonwealth's proposed fiscal year or prior fiscal
years above the levels contained in Senate Bill 1073 as reported
from the Appropriations Committee shall not be in order and may
not be considered unless the same amendment contains sufficient
reductions in line items of Senate Bill 1073 so that the
amendment offered does not result in a net increase in the total

proposed spending contained within Senate Bill 1073.
Rule 21 of the Rules of the House of Representatives shall
apply to Senate Bill 1073.
Debate on any debatable question related to Senate Bill 1073
shall be limited to five minutes each time a member is
recognized. On the bill a sponsor of an amendment shall be
entitled to be recognized twice, a maker of a debatable motion
shall be entitled to be recognized twice, any other members
shall be entitled to be recognized once.
