A RESOLUTION
Urging the Congress of the United States and the Department of
Defense to expeditiously address the safety and protection of
United States Armed Forces personnel within the borders of
the United States.
WHEREAS, The United States should protect our military
personnel at all times; and
WHEREAS, On far too many occasions our honorable United
States Armed Forces personnel have become victims of horrible
and unspeakable crimes inflicted by fellow American citizens;
and
WHEREAS, On July 16, 2015, a gunman opened fire on two
military installations in Chattanooga, Tennessee, killing four
United States Marines and a United States Navy petty officer;

WHEREAS, The gunman approached and fired upon a combined
recruiting center before driving to a Naval Operational Support
Center and Marine Reserve Center to continue this insidious
attack; and
WHEREAS, In addition to the senseless act of violence against
our military personnel, others were wounded during the incident,
including a civilian law enforcement officer who faces a long
road to recovery; and
WHEREAS, Law enforcement personnel acted swiftly and
courageously to neutralize the threat; and
WHEREAS, We know that our nation and our military are at
risk, at home and abroad, by people wishing harm upon us and our
military personnel; and
WHEREAS, Our military support centers and recruitment centers
are vulnerable targets; and
WHEREAS, The community of Chattanooga, the State of
Tennessee, the Commonwealth of Pennsylvania and countless
Americans united in support of our lost heroes, the victims and
their families; and
WHEREAS, Countless citizens have volunteered to stand outside
military installations to provide security and protection to our
military personnel in the aftermath of this tragedy; therefore
be it
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania urge the Congress of the United
States and the Department of Defense to expeditiously address
the security and protection of our military personnel within the
borders of the United States; and be it further
RESOLVED, That the House of Representatives of the

Commonwealth of Pennsylvania call upon the United States
Department of Defense to thoroughly review and examine the
current domestic force protection policies and that the Congress
of the United States review Federal laws and regulations for
revisions to assist in providing adequate protection for United
States military personnel, including the authority to carry a
firearm on military installations and recruiting centers for
defense of self and others; and be it further
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania recognize that it is time to take
domestic threats to our military personnel seriously; and be it
further
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania strongly endorse the need to give
our military personnel the respect and protection they deserve;
and be it further
RESOLVED, That copies of this resolution be transmitted to
the President of the United States, the Joint Chiefs of Staff of
the United States, the United States Secretary of Defense and to
each member of Congress from Pennsylvania.
