AN ACT
Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
Statutes, in licensing of drivers, further providing for
application for driver's license or learner's permit.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 1506(b) of Title 75 of the Pennsylvania
Consolidated Statutes is amended and the section is amended by
adding subsections to read:
§ 1506. Application for driver's license or learner's permit.

[(b) Signature and certification.--The application shall be
signed by the applicant who shall certify that the statements
made are true and correct.]
(b.1) Compliance with Federal Selective Service Act.--The
following shall apply:
(1) Any individual between 18 and 26 years of age who
applies for a driver's license or learner's permit and is
required to register with the Selective Service System in

compliance with the requirements of section 3 of the Military
Selective Service Act (62 Stat. 604, 50 U.S.C. §
3801 et seq.) may consent to registration by the department
by checking the box provided on the application for such
purpose.
(2) The department shall place the check-off box
described under paragraph (1) and the following statement on
the application:
Failure to register with the Selective Service System, if
required by Federal law, is a felony punishable by up to
5 years imprisonment or a $250,000 fine, or both. By
checking the above box, I am consenting to registration
with the Selective Service System. For applicants who
object to conventional military service for religious or
other conscientious reasons, alternative service
information is available from the Selective Service
System's publicly accessible Internet website.
(3) An application for a driver's license or learner's
permit may not be denied by the department if the applicant
declines to consent to registration with the Selective
Service System.
(4) The department shall forward, in electronic format
to the Selective Service System, the necessary personal
information of the consenting applicants required to comply
with the Military Selective Service Act.
(5) The department shall enter into an agreement with
the Selective Service System which provides for reimbursement
of the Motor License Fund by the Selective Service System for
the department's actual costs incurred in the development and
implementation of the electronic transfer of information to

the Selective Service System. The agreement shall address
other details relating to the development and implementation,
as necessary, including the frequency of providing
information to the Selective Service System.
(c) Signature and certification.--The application shall be
signed by the applicant who shall certify that the statements
made are true and correct.
Section 2. This act shall take effect in nine months.
