AN ACT
Amending Title 74 (Transportation) of the Pennsylvania
Consolidated Statutes, in administrative practice and
procedure, providing for annual limitation on expenditure and
transfer from Motor License Fund.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 74 of the Pennsylvania Consolidated
Statutes is amended by adding a section to read:
ยง 304. Annual limitation on expenditure and transfer from Motor
License Fund.
Expenditures and transfers from Motor License Fund are
subject to the following limitations:
(1) Amounts to be expended or transferred from the Motor
License Fund for the purpose of the operations of the
Pennsylvania State Police may not exceed the following:
(i) For fiscal year 2016-2017, $755,158,000.
(ii) For fiscal year 2017-2018, $600,000,000.
(iii) For fiscal year 2018-2019, $500,000,000.

(2) For fiscal year 2019-2020, and each fiscal year
thereafter:
(i) The Office of the Budget shall annually adjust
the amount under paragraph (1)(iii) to reflect upward
changes in the Consumer Price Index for All Urban
Consumers for the Pennsylvania, New Jersey, Delaware and
Maryland area for the preceding 12 months.
(ii) The Office of the Budget shall submit, on or
before January 30 of each year, the adjusted amount to
the Legislative Reference Bureau for publication as a
notice in the Pennsylvania Bulletin.
(iii) No more than the adjusted amount may be
expended or transferred from the Motor License Fund for
the purpose of the operations of the Pennsylvania State
Police during the next succeeding fiscal year.
Section 2. This act shall take effect immediately.
