AN ACT
Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
Statutes, in registration of vehicles, providing for
redesigned registration plate system.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 75 of the Pennsylvania Consolidated
Statutes is amended by adding a section to read:
ยง 1331.1. Redesigned registration plate system.
(a) Plate design.--The department shall approve a design and
establish protocols for the implementation of a redesigned
registration plate system for motor vehicles registered in this
Commonwealth. The new design for registration plates shall
incorporate, but not be limited to, the following:
(1) The utilization of commonly recognized and easily
identifiable symbols. Each symbol shall have a corresponding
three-character alphanumeric reference, with no more than two
characters identifying the symbol and one character
representing the location of the symbol on the registration

plate. Both the symbol and the references may be placed in a
variety of locations on the registration plate.
(2) The reduction of the number of standard alphanumeric
characters currently utilized for registration plates to no
more than a total of four.
The department may, in carrying out the provisions of this
section, enter into one or more contracts for the design,
development, implementation, maintenance or production of the
redesigned registration plate system.
(b) Exemptions.--The following registration plates are not
subject to the requirements of this section:
(1) Personal registration plates provided for in this
subchapter.
(2) Organization registration plates provided for in
this subchapter.
(c) Implementation.--The redesigned registration plate
system shall be implemented in accordance with section 1331(f)
(relating to issuance and reissuance of registration plates).
(d) Training.--The department shall develop training
protocols for utilization of the redesigned registration plate
for public safety officers.
(e) Regulations.--The department may promulgate such rules
and regulations as may be necessary to carry out this section.
Section 2. This act shall take effect in 180 days.
