AN ACT
Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
Statutes, in special vehicles and pedestrians, further
providing for pedestrians soliciting rides or business.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 3545 of Title 75 of the Pennsylvania
Consolidated Statutes is amended to read:
ยง 3545. Pedestrians soliciting rides or business.
No person shall:
(1) Stand on a roadway for the purpose of soliciting a
ride.
(2) Stand on a roadway for the purpose of soliciting
employment, business or contributions from the occupant of
any vehicle. This paragraph does not apply to a charitable
organization registered under the act of December 19, 1990
(P.L.1200, No.202), known as the Solicitation of Funds for
Charitable Purposes Act, and which has the approval of the
political subdivision in which the solicitation occurs. A

political subdivision may base its decision regarding
approval or disapproval on public safety issues.
(3) Stand on or in proximity to a highway for the
purpose of soliciting the watching or guarding of any vehicle
while parked or about to be parked on a street or highway.
Section 2. This act shall take effect in 60 days.
