A CONCURRENT RESOLUTION

 

1Establishing a commission to study the Commonwealth's fragmented
2system of local governance and identify methods to promote
3more regional collaboration in the delivery of municipal
4services and the execution of local government.

5RESOLVED (the House of Representatives concurring), That the
6General Assembly, in response to the recommendations of the 2007
7Brookings Institution Report, Committing to Prosperity: Moving
8Forward on the Agenda to Renew Pennsylvania, and the
9recommendations of the 2007 Pennsylvania Economy League Report,
10Structuring Healthy Communities, direct the Majority Leader of
11the Senate and the Majority Leader of the House of
12Representatives to appoint a commission to study the
13Commonwealth's system of local governance and identify methods
14to promote more regional collaboration in the delivery of
15municipal services and the execution of local government; and be
16it further

17RESOLVED, That the membership of the commission be:

18(1)  The Deputy Secretary for Community Affairs and

1Development, Pennsylvania Department of Community and
2Economic Development, who shall serve as chairperson.

3(2)  The chairperson and minority chairperson of the
4Local Government Committee of the Senate or their designees.

5(3)  The chairperson and minority chairperson of the
6Local Government Committee of the House of Representatives or
7their designees.

8(4)  One member of the Senate appointed by the Majority
9Leader of the Senate.

10(5)  One member of the Senate appointed by the Minority
11Leader of the Senate.

12(6)  One member of the House of Representatives appointed
13by the Majority Leader of the House of Representatives.

14(7)  One member of the House of Representatives appointed
15by the Minority Leader of the House of Representatives.

16(8)  Members appointed as follows:

17(i)  A representative of the Pennsylvania Economy
18League, appointed from a list submitted by the league to
19the Speaker of the House of Representatives.

20(ii)  A representative of the Council of State
21Governments, appointed from a list submitted by the
22council to the Speaker of the House of Representatives.

23(iii)  A representative of the County Commissioners
24Association of Pennsylvania, appointed from a list
25submitted by the association to the Speaker of the House
26of Representatives.

27(iv)  Two representatives of 10,000 Friends of
28Pennsylvania, one representing the organization at large
29and one representing the organization's subsidiary
30campaign to Renew Pennsylvania, both appointed from a

1list submitted by the organization to the Speaker of the
2House of Representatives.

3(v)  A representative of the Pennsylvania State
4Association of Township Supervisors, appointed from a
5list submitted by the association to the President pro
6tempore of the Senate.

7(vi)  A representative of the Pennsylvania State
8Association of Boroughs, appointed from a list submitted
9by the association to the President pro tempore of the
10Senate.

11(vii)  A representative of the Pennsylvania League of
12Cities and Municipalities, appointed from a list
13submitted by the league to the President pro tempore of
14the Senate.

15(viii)  A representative of the Pennsylvania
16Municipal Authorities Association, appointed from a list
17submitted by the association to the President pro tempore
18of the Senate.

19(ix)  The Executive Director of the State Planning
20Board, or his designee.

21(x)  The Executive Director of the Local Government
22Commission or his designee;

23and be it further

24RESOLVED, That the commission be staffed by the Local
25Government Commission; and be it further

26RESOLVED, That the commission be charged with the following:

27(1)  Conduct a study of the current system of local
28governance in Pennsylvania.

29(2)  Conduct a study of the current State financial and
30technical assistance programs available to municipalities.

1(3)  Provide recommended measures that would ensure or
2improve the fiscal stability of municipalities.

3(4)  Provide recommended changes that would make regional
4cooperation more attractive to municipalities.

5(5)  Provide recommended changes that would remove or
6reduce barriers to regional cooperation;

7and be it further

8RESOLVED, That the commission report to the General Assembly
9the results of its study and its recommendations and file the
10report with the Secretary of the Senate and the Chief Clerk of
11the House of Representatives within six months of the adoption
12of this concurrent resolution.
