1Amending the act of November 10, 1999 (P.L.491, No.45), entitled
2"An act establishing a uniform construction code; imposing
3powers and duties on municipalities and the Department of
4Labor and Industry; providing for enforcement; imposing
5penalties; and making repeals," in preliminary provisions,
6further providing for duties of Department of Labor and
7Industry.

8The General Assembly of the Commonwealth of Pennsylvania
9hereby enacts as follows:

10Section 1. Section 105(c) of the act of November 10, 1999
11(P.L.491, No.45), known as the Pennsylvania Construction Code
12Act, is amended by adding a paragraph to read:

13Section 105. Department of Labor and Industry.

15(c) Elevators and conveying systems.--

17(2.1) The department shall require that for a building
18that is at least five stories in height and for which a
19building permit is issued more than four years after the
20effective date of this paragraph, all of the keys for

1elevators in the building that allow public access,
2including, but not limited to, service and freight elevators,
3shall be keyed so as to allow the elevators to operate in
4fire emergency situations with a master elevator key.
