AN ACT

 

1Designating a bridge on that portion of S.R. 18 over Fish Creek
2in Freeport Township, Greene County, as the Lieutenant
3Colonel Cephus Lee Roupe Memorial Bridge.

4The General Assembly finds and declares as follows:

5(1) Lieutenant Colonel Cephus Lee Roupe was born on
6November 7, 1957, in Waynesburg, Greene County, and passed
7away at 54 years of age on March 2, 2012, after proudly and
8courageously serving his country in the United States Army
9for 36 years.

10(2) Lieutenant Colonel Roupe began his career as an
11enlisted soldier and excelled through the ranks.

12(3) He received his aviation wings at Fort Rucker,
13Alabama, as a Warrant Officer.

14(4) Lieutenant Colonel Roupe obtained a direct
15commission appointment to the Medical Service Corps and was
16qualified in the UH-1, AH-1, UH-60, T-42, U-21 and C-12
17aircrafts.

18(5) He was one of the most experienced Medical Service

1Corps aviators and was a Master Army Aviator and combat
2veteran of Operation Desert Storm, the Bosnian War -
3Operation Joint Endeavor, two tours in Iraq - Operation Iraqi
4Freedom and in Afghanistan - Operation Enduring Freedom.

5The General Assembly of the Commonwealth of Pennsylvania
6hereby enacts as follows:

7Section 1. Lieutenant Colonel Cephus Lee Roupe Memorial Bridge.

8(a) Designation.--The bridge located on S.R. 18 over Fish
9Creek in Freeport Township, Greene County, is hereby designated
10the Lieutenant Colonel Cephus Lee Roupe Memorial Bridge.

11(b) Signs.–-The Department of Transportation shall erect and
12maintain appropriate signs displaying the name of the bridge to
13traffic in both directions on the bridge.

14Section 2. Effective date.

15This act shall take effect in 60 days.
