1Amending Title 53 (Municipalities Generally) of the Pennsylvania
2Consolidated Statutes, in municipal authorities, further
3providing for purposes and powers.

4The General Assembly of the Commonwealth of Pennsylvania
5hereby enacts as follows:

6Section 1. Section 5607(d) of Title 53 of the Pennsylvania
7Consolidated Statutes is amended by adding a paragraph to read:

8§ 5607. Purposes and powers.

10(d) Powers.--Every authority may exercise all powers
11necessary or convenient for the carrying out of the purposes set
12forth in this section, including, but without limiting the
13generality of the foregoing, the following rights and powers:

15(34) In the case of an authority that performs storm
16water planning, management and implementation<- and whose
17reasonable and uniform rates are based in whole or in part on

1the quantity or quality of storm water that a property
2generates, may establish a program that enables property
3owners to reduce their rates and charges by implementing and
4maintaining storm water best management practices that reduce
5the quantity or improve the quality of the storm water that
6their properties generate.,<- reasonable and uniform rates may
7be based in whole or in part on property characteristics,
8which may include installation and maintenance of best
9management practices approved and inspected by the authority.
