AN ACT

 

1Amending the act of April 9, 1929 (P.L.177, No.175), entitled
2"An act providing for and reorganizing the conduct of the
3executive and administrative work of the Commonwealth by the
4Executive Department thereof and the administrative
5departments, boards, commissions, and officers thereof,
6including the boards of trustees of State Normal Schools, or
7Teachers Colleges; abolishing, creating, reorganizing or
8authorizing the reorganization of certain administrative
9departments, boards, and commissions; defining the powers and
10duties of the Governor and other executive and administrative
11officers, and of the several administrative departments,
12boards, commissions, and officers; fixing the salaries of the
13Governor, Lieutenant Governor, and certain other executive
14and administrative officers; providing for the appointment of
15certain administrative officers, and of all deputies and
16other assistants and employes in certain departments, boards,
17and commissions; and prescribing the manner in which the
18number and compensation of the deputies and all other
19assistants and employes of certain departments, boards and
20commissions shall be determined," in Commonwealth budget
21procedures, providing for general appropriation bill time
22line.

23The General Assembly of the Commonwealth of Pennsylvania
24hereby enacts as follows:

25Section 1. The act of April 9, 1929 (P.L.177, No.175), known
26as The Administrative Code of 1929, is amended by adding a
27section to read:

28Section 613.1. General Appropriation Bill Time Line.--(a) A

1member of the Senate and a member of the House of
2Representatives shall introduce a general appropriation bill for
3a fiscal year in the member's chamber no later than six weeks
4after the date of submission of the budget by the Governor to
5the General Assembly.

6(b) Each chamber of the General Assembly shall pass a
7complete and balanced general appropriation bill no later than
8the second full week of May.

9(c) If no complete and balanced general appropriation bill
10has been passed by the General Assembly and submitted to the
11Governor for signing by June 15 and if either the Senate or the
12House of Representatives has passed a complete and balanced
13general appropriation bill, the other chamber which has not
14passed a complete and balanced general appropriation bill must
15vote on the complete and balanced general appropriation bill
16passed by the other chamber.

17Section 2. This act shall take effect in 60 days.
