AN ACT

 

1Establishing the Pennsylvania Community College Affordability
<-2Task Force Advisory Council within the Department of
3Education; and providing for its powers and duties and for
4administrative support.

5The General Assembly of the Commonwealth of Pennsylvania
6hereby enacts as follows:

7Section 1. Pennsylvania Community College Affordability <-Task 
8Force <-Advisory Council.

9(a) Establishment.--There is established within the
10Department of Education <-a task force an advisory council on the
11affordability of community college education.

12(b) Composition.--The <-task force council shall be composed
13of the following members:

14(1) The Secretary of Education, who shall act as
15chairperson of the <-task force council.

<-16(2) The Secretary of Labor and Industry or the
17secretary's designee.

<-1(2) (3) Six representatives of community colleges,
2including four college presidents and two members of boards
3of trustees of community colleges to be appointed by the
4Pennsylvania Commission for Community Colleges.

<-5(3) (4) Two members of the Senate to be appointed by the
6President pro tempore of the Senate.

<-7(4) (5) Two members of the House of Representatives to
8be appointed by the Speaker of the House of Representatives.

<-9(5) (6) One county commissioner that represents a county
10that sponsors a local community college as appointed by the
<-11Secretary of Education Governor.

<-12(6) (7) One member of a school board that sponsors a
13local community college as appointed by the <-Secretary of 
14Education <-Governor.

<-15(7) (8) Two representatives to be appointed by the
16Governor who are members of the business community.

17(8) (9) Two students<-, appointed by the Governor, who are
18attending community colleges<- as appointed by the Pennsylvania 
19Commission for Community Colleges.

20(9) (10) Two faculty members<-, appointed by the Governor, 
21who are employed by community colleges <-as appointed by the 
22Pennsylvania Commission for Community Colleges.

<-23(11) One representative of a community education
24council, appointed by the Governor.

25(c) Study.--The <-task force council shall examine and make
26recommendations regarding the viability and sustainability of
27the current community college funding model, accessibility of
28community college services across this Commonwealth, and the
29long-term affordability and accessibility of a community college
30education for residents of this Commonwealth. The <-task force 

1<-council should also consider the various components of the
2community college mission, including open access and workforce
3development.

4(d) Report to the General Assembly.--The <-task force council
5shall issue a report of its findings and recommendations to the
6Governor, the President pro tempore of the Senate, the Speaker
7of the House of Representatives, the Minority Leader of the
8Senate, the Minority Leader of the House of Representatives, the
9chair and minority chair of the Education Committee of the
10Senate and the chair and minority chair of the Education
11Committee of the House of Representatives. This report shall be
12submitted within <-180 days after the first meeting of the task 
13force <-30 days before the expiration of this act.

14(e) Meetings.--The <-task force council shall meet as deemed
15necessary by the chair in order to carry out the study and make
16recommendations.

17(f) Compensation.--<-Task force Council members shall receive
18no compensation for their services but shall be reimbursed for
19all necessary travel and other reasonable expenses incurred in
20connection with the performance of their duties as members.

21(g) Duties of department.--The Department of Education shall
22provide administrative support, office space and any other
23technical assistance required by the <-task force council to carry
24out its duties under this section.

25Section 2. <-Effective date. Expiration.

26This act shall expire November 30, 2014, unless reenacted
27sooner.

28Section 3. Effective date.

29This act shall take effect immediately.
