A RESOLUTION

 

1Designating the month of April 2013 as "Pennsylvania 8-1-1 Safe
2Digging Month."

3WHEREAS, As engineers, designers, excavators and homeowners
4work to keep pace with this Commonwealth's unprecedented
5economic development, it is important to minimize damage to
6underground utility lines, danger to workers, environmental
7pollution and loss of utility service to Pennsylvania citizens;
8and

9WHEREAS, The Pennsylvania One Call System, a utility service
10information center celebrating more than 41 years of continuous
11service to this Commonwealth, is key to preventing injuries and
12damage when excavating; and

13WHEREAS, This unique service provides easy, one-call
14notification about construction and excavation projects which
15may endanger workers and jeopardize utility lines while

1promoting workplace and public safety, reducing underground
2utility damage, minimizing utility service interruptions and
3protecting the environment; and

4WHEREAS, This vital service, which began with only six
5utility companies in western Pennsylvania and the City of
6Pittsburgh, now serves more than 100,000 excavators and 3,500
7critical infrastructure owners throughout this Commonwealth; and

8WHEREAS, Each year, the Pennsylvania One Call System receives
9more than 750,000 notification requests and transmits more than
10six million notifications, providing protection to utility
11companies, their employees and customers; therefore be it

12RESOLVED, That the House of Representatives designate the
13month of April 2013 as "Pennsylvania 8-1-1 Safe Digging Month"
14to encourage all excavators and homeowners of this Commonwealth
15to dial 8-1-1 or 1-800-242-1776 before digging in order to "Know
16What's Below," avoid injury, protect the environment, and
17prevent millions of dollars in damages and to remind excavators
18that three business days' notice is the law, for safe digging is
19no accident, and that more information may be obtained by
