A RESOLUTION

 

1Expressing condolences and appreciation of the life of former
2Chief of Police Deacon Floyd C. Lewis, III, who passed away
3January 15, 2013.

4WHEREAS, Floyd C. Lewis, III, the son of the late Floyd C.
5Lewis, II, and Frances F. Whittington, was born in Chester
6Hospital, Chester, Pennsylvania; and 

7WHEREAS, Chief Lewis was a long-time Chester resident and the
8oldest of five children; and 

9WHEREAS, Chief Lewis was educated through the Chester High
10System and graduated from Chester High School; and 

11WHEREAS, Chief Lewis held degrees from Cheyney University of
12Pennsylvania and The Pennsylvania State University; and

13WHEREAS, Chief Lewis was a substitute teacher at his Alma
14Mater, Chester High School; and

15WHEREAS, Chief Lewis followed in his father's footsteps, by
16joining the City of Chester Police Department as a patrolman in
171973; and

18WHEREAS, Chief Lewis was promoted to Patrol Sergeant in 1995,

1and then transferred to the Detective Division as Detective
2Sergeant a year later; and

3WHEREAS, Chief Lewis was promoted to Patrol Major in June
41999 and was named Deputy Police Chief in 2006; and

5WHEREAS, Chief Lewis was named Police Chief in 2008, a
6position he held for two years; and

7WHEREAS, Chief Lewis was known as an excellent leader who was
8supportive of his officers and was caring of his community; and

9WHEREAS, Chief Lewis was low-key, usually not liking to be
10honored for the things he did, yet he was honored among fellow
11Omega Psi Phi, William Penn Elementary School and Masjid
12Muskateen members; and

13WHEREAS, Chief Lewis knew the Lord at an early age, he was
14taken to Zion Baptist Church as a child by "Nanny," the late
15Nellie Laws, his paternal grandmother; and

16WHEREAS, Chief Lewis joined the Community Baptist Church,
17where he eventually became Deacon and the Vice Chairman of the
18Trustee Board; and

19WHEREAS, Chief Lewis was a longtime member of Omega Psi Phi
20Fraternity, Epsilon Pi Chapter and was a past treasurer of the
21Fraternal Order of Police; and

22WHEREAS, Chief Lewis was preceded in death by his father,
23Floyd Lewis, II, and his grandmother, Nellie Laws; and

24WHEREAS, Chief Lewis is survived by his wife, Sonya, five
25siblings, Frances Lewis, Kendall Laws and Joseph Willington of
26Chester, LaNelle Edwards (Joseph) of Raleigh, North Carolina,
27Robert Laws (Edyth) of Boothwyn, mother Frances Whittington,
28children Floyd Lewis, IV, (Cheryl) of New Castle, Delaware,
29Tisha Wingfield (Calvin) of Northeast Philadelphia, Jamille
30Riggs (Erica), Chester, a great uncle Harry Morgan of Georgia, a

1great aunt Ida Willoughby of New Jersey, and seven grandchildren
2and a host of nieces, nephews, cousins, and close friends;
3therefore be it

4RESOLVED, That the House of Representatives recognize former
5Chief of Police Deacon Floyd C. Lewis, III, and his life as a
6leader in law enforcement, an active presence in his community
7and church and a man of respect, who was a vital part of the
8history and the City of Chester, Pennsylvania.
