1Amending the act of February 9, 1999 (P.L.1, No.1), entitled "An
2act providing for borrowing for capital facilities;
3conferring powers and duties on various administrative
4agencies and officers; making appropriations; and making
5repeals," further providing for appropriation for and 
6limitation on redevelopment assistance capital projects.

7The General Assembly of the Commonwealth of Pennsylvania
8hereby enacts as follows:

9Section 1. Section 317 of the act of February 9, 1999
10(P.L.1, No.1), known as the Capital Facilities Debt Enabling
11Act, amended October 25, 2013 (P.L.648, No.77), is amended to
12read:

13Section 317. Appropriation for and limitation on [redevelopment
14assistance] capital projects.

1(a) Appropriation.--The amount necessary to pay principal of
2and interest on all obligations issued to provide funds for
3redevelopment assistance capital projects shall be appropriated
4from the General Fund and shall be transferred to the Capital
5Debt Fund upon authorization by the Governor.

6(b) Limitation on redevelopment assistance capital project 
7obligations.--The maximum amount of redevelopment assistance 
8capital projects undertaken by the Commonwealth for which 
9obligations are outstanding shall not exceed, in aggregate, 
10$3,450,000,000.

11(b.1) Limitation on additional capital project releases.--
12Beginning July 1, 2015, and in each fiscal year thereafter, the
13following limitations on releasing additional capital projects
14for funding authorizations shall apply:

<-15(1) The maximum amount of additional flood control
16projects released for funding by the Commonwealth in a fiscal
17year shall not exceed $25,000,000.

18(2) The maximum amount of additional highway projects
19released for funding by the Commonwealth in a fiscal year
20shall not exceed $25,000,000.

21(3) <-(1) The maximum amount of additional public
22improvement projects released for funding by the Commonwealth
23in a fiscal year shall not exceed $350,000,000.

<-24(4) (2) The maximum amount of additional redevelopment
25assistance capital projects released for funding by the
26Commonwealth in a fiscal year shall not exceed $125,000,000.

<-27(5) (3) The maximum amount of additional transportation
28assistance projects released for funding by the Commonwealth
29in a fiscal year shall not exceed $175,000,000.

30(b.2) Carry forward.--

1(1) Subject to the limitations in paragraph (2), in any 
2fiscal year in which the projects released for funding under
3a paragraph under subsection (b.1) are less than the amount 
4authorized for release under that paragraph, the remaining 
5amount may be carried forward and added to the following 
6fiscal year limitation for projects released for funding 
7under that paragraph.

8(2) The amount carried forward under paragraph (1) may
9not exceed half of the total amount authorized to be released
10for funding in that project category for the previous fiscal
11year.

12(c) Housing units.--An amount not to exceed $50,000,000 of 
13the amount under subsection (b) may be used for the construction 
14of housing units.

15Section 2. This act shall take effect in 60 days.
