AN ACT
1Amending Title 58 (Oil and Gas) of the Pennsylvania Consolidated
2Statutes, in development, further providing for air
3contaminant emissions.
4The General Assembly of the Commonwealth of Pennsylvania
5hereby enacts as follows:
6Section 1. Section 3227 of Title 58 of the Pennsylvania
7Consolidated Statutes is amended by adding subsections to read:
8§ 3227. Air contaminant emissions.

10(e) Monitoring.--An owner or operator of a facility
11conducting natural gas operations in unconventional formations,
12including development, production, transmission and processing,
13must install and maintain air quality monitoring systems within
14300 feet of all natural gas operations. The department shall
15develop specifications for the air quality monitoring systems
16that may be used by facility owners and operators to comply with
17this subsection. Air quality measurements and readings obtained
1from air quality monitoring systems must be publicly accessible
2through real-time displays posted on the facility owner's or
3operator's Internet website. For purposes of this subsection,
4"natural gas operations" shall include a centralized impoundment
5area.
6(f) Definition.--As used in this section, the term
7"centralized impoundment area" means any pond, pit or trench for
8use by more than one well site and designed to store hydraulic
9fracturing fluid, produced water, flowback water or freshwater.
10Section 2. This act shall take effect in 60 days.
