AN ACT

 

1Designating the bridge on State Route 3072, Hanover Road, near
2its intersection with State Route 3092, Lake Road, in Spring
3Grove Borough, York County, as the Corporal Luke S. Runyan
4Memorial Bridge<-; designating the traffic circle on State 
5Route 116 at Hanover Road and Roth's Church Road in Spring 
6Grove, York County, as the Officer David D. Tome Memorial 
7Circle; designating a bridge on State Route 116 in Spring 
8Grove Borough, York County, as the Cameron J. Stambaugh 
9Memorial Bridge; designating a bridge on that portion of 
10State Route 4002 between Intermediate Avenue and Municipal 
11Drive in Dover Borough, York County, as the Zachary R. 
12Clouser Memorial Bridge; and designating the bridge on State 
13Route 74 between Drawbaugh Avenue and Mill Alley, Dover 
14Borough, York County, as the Sergeant Brett E. Walden 
15Memorial Bridge.

16The General Assembly of the Commonwealth of Pennsylvania
17hereby enacts as follows:

18Section 1. Corporal Luke S. Runyan Memorial Bridge.

19(a) Findings.--The General Assembly finds and declares as
20follows:

21(1) Corporal Luke S. Runyan, age 21, formerly of Spring

1Grove Borough, York County, was killed in combat on February
217, 2008, in Diyala Province, Iraq while serving as a squad
3leader with the United States Army.

4(2) Corporal Runyan was killed during a dismounted
5engagement with insurgents while coming to the aid of another
6Army unit.

7(3) Corporal Runyan was born on June 17, 1986, in York.
8He was a 2004 graduate of Spring Grove Area High School.
9After graduation, Luke S. Runyan immediately enlisted in the
10United States Army.

11(4) Corporal Runyan is survived by his wife, Courtney,
12and daughter, Brynn, who reside in Renton, Washington.

13(b) Designation.--The bridge located on State Route 3072,
14Hanover Road, near its intersection with State Route 3092, Lake
15Road, in Spring Grove Borough, York County is hereby designated
16the Corporal Luke S. Runyan Memorial Bridge.

17(c) Signs.--The Department of Transportation shall erect and
18maintain appropriate signs displaying the name of the bridge to
19traffic in both directions on the bridge.

<-20Section 2. Officer David D. Tome Memorial Circle.

21(a) Findings.--

22(1) Police officer David D. Tome was killed in the line
23of duty on Tuesday, October 21, 2008, in Franklin Township,
24York County, while serving as a member of the Northern York
25County Regional Police Department. He was 31 years of age.

26(2) Officer Tome left behind his wife of seven years,
27Dody, and two children, Elijah and Joslyn Tome.

28(3) Officer Tome was a native of York and a 1996
29graduate of Spring Grove Area High School. He graduated in
302003 from Harrisburg Area Community College's 83rd Police

1Academy.

2(4) Officer Tome served five years with the Northern
3York County Regional Police Department.

4(b) Designation.--The traffic circle located on State Route
5116 at Hanover Road and Roth's Church Road in Spring Grove, York
6County, is hereby designated the Officer David D. Tome Memorial
7Circle.

8(c) Signs.--The Department of Transportation shall erect and
9maintain appropriate signs displaying the name of the traffic
10circle to approaching traffic.

11Section 3. Cameron J. Stambaugh Memorial Bridge.

12(a) Findings.--

13(1) United States Army Specialist Cameron J. Stambaugh,
14age 20, was killed in action while serving his country in
15Afghanistan on July 8, 2012.

16(2) Born May 28, 1992, in York, Stambaugh was a 2010
17graduate of Spring Grove Area High School.

18(3) Stambaugh served in the Army's 978th Military Police
19Company of Fort Bliss and was stationed in Afghanistan.

20(4) He is survived by his parents and by his wife,
21Jackie.

22(b) Designation.--The bridge located on State Route 116 in
23Spring Grove Borough, York County, is hereby designated the
24Cameron J. Stambaugh Memorial Bridge.

25(c) Signs.--The Department of Transportation shall erect and
26maintain appropriate signs displaying the name of the bridge to
27traffic in both directions on the bridge.

28Section 4. Zachary R. Clouser Memorial Bridge.

29(a) Findings.--

30(1) Specialist Zachary Ryan Clouser, age 19, was killed

1in action on July 18, 2007, in Iraq while serving with the
2United States Army in support of Operation Iraqi Freedom.

3(2) Specialist Clouser graduated from Dover Area High
4School in 2005 and enlisted in the United States Army on
5September 27, 2005.

6(3) After completing training in Fort Benning, Georgia,
7Specialist Clouser was assigned in February of 2006 to 1st
8Platoon, "Apache" Company, 1st Battalion, 26th Infantry "Blue
9Spaders" in Schweinfurt, Germany, as an M2A2 Bradley Fighting
10Vehicle Driver.

11(4) Specialist Clouser deployed to Iraq on August 6,
122006, and participated in numerous combat patrols in
13northeast Baghdad and Adhamiyah, Iraq. He served as both his
14platoon sergeant's M1151 Up-Armor HMMWV Machine Gunner and
15M2A2 Bradley Fighting Vehicle Gunner.

16(5) Specialist Clouser was posthumously awarded the
17Bronze Star Medal, the Purple Heart and the Combat
18Infantryman Badge. His other decorations include the Army
19Commendation Medal, National Defense Service Medal, Iraq
20Campaign Medal, Global War on Terrorism Service Medal, Army
21Service Ribbon and Overseas Service Ribbon with Numeral 2.

22(6) Born August 6, 1987, in York, Specialist Clouser was
23the son of Kevin Clouser and stepmother Ginger Asper Clouser
24of West York, and Debra Etheridge and stepfather Ronald
25Etheridge of Dover.

26(b) Designation.--The bridge located on State Route 4002
27between Intermediate Avenue and Municipal Drive in Dover
28Borough, York County, is hereby designated the Zachary R.
29Clouser Memorial Bridge.

30(c) Signs.--The Department of Transportation shall erect and

1maintain appropriate signs displaying the name of the bridge to
2traffic in both directions on the bridge.

3Section 5. Sergeant Brett E. Walden Memorial Bridge.

4(a) Findings.--

5(1) Sergeant First Class Brett E. Walden, age 40, was
6killed in action on August 5, 2005, in Rabiah, Iraq, while
7serving this nation in the United States Army.

8(2) Sergeant Walden, whose home was in Dover Borough,
9York County, was an Airborne Ranger Instructor with the 5th 
10Special Forces Group based in Fort Campbell, Kentucky.

11(3) Sergeant Walden was a decorated soldier, having
12attained the Expert Infantry Badge, the Combat Infantry
13Badge, the Global War on Terrorism Medal, the Global War on
14Terrorism Expeditionary Medal, the Iraqi and Afghanistan
15Campaign Medal, two Bronze Star Medals, the Meritorious
16Service Medal and the Purple Heart.

17(4) He is survived by his wife, Autumn, and their 
18daughter, Alexandra.

19(b) Designation.--The bridge located on State Route 74
20between Drawbaugh Avenue and Mill Alley, Dover Borough, York
21County, is hereby designated as the Sergeant Brett E. Walden
22Memorial Bridge.

23(c) Signs.--The Department of Transportation shall erect and
24maintain appropriate signs displaying the name of the bridge to
25traffic in both directions on the bridge.

26Section <-2 6. Effective date.

27This act shall take effect in 60 days.
