2Statutes, further providing for obstruction to driving view
3or mechanism.

4The General Assembly of the Commonwealth of Pennsylvania
5hereby enacts as follows:

6Section 1. Section 3704 of Title 75 of the Pennsylvania
7Consolidated Statutes is amended to read:

8§ 3704. Obstruction to driving view or mechanism.

9(a) Obstruction by persons.--No person shall drive a vehicle
10when it is so loaded, or when there are in the front seat such a
11number of persons, exceeding three, as to obstruct the view of
12the driver to the front or sides of the vehicle or as to
13interfere with the driver's control over the driving mechanism
14of the vehicle or whenever any person in the front seat is not
15seated.

16(b) Obstruction by animals.--No person shall drive a vehicle
17while holding or attending to an animal on the driver's lap, or
18allow an animal to be in the driver's immediate area, which

1interferes with the driver's control over the driving mechanism
2of the vehicle.

3Section 2. This act shall take effect in 60 days.
