AN ACT

 

1Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
2Statutes, in licensing of drivers, further providing for
3learners' permits<-; and, in operation of vehicles general 
4provisions, further providing for obedience to traffic-
5control devices.

6The General Assembly of the Commonwealth of Pennsylvania
7hereby enacts as follows:

8Section 1. Section 1505(d) of Title 75 of the Pennsylvania
9Consolidated Statutes is amended to read:

10§ 1505. Learners' permits.

1(d) Duration of permit.--

2(1) A learner's permit shall be valid for a period of 
3one year after date of issue, or until the holder of the 
4permit has failed the examination as authorized in section 
51508 (relating to examination of applicant for driver's 
6license) three times within the one-year period.

7(2) A person may reapply for a motorcycle learner's 
8permit no more frequently than three times in a five-year 
9period from when the person first applies. A motorcycle 
10learner's permit is not renewable.

<-12Section 2. Section 3111(a.1) of Title 75, added November 25,
132013 (P.L. , No.89), is amended to read:

14§ 3111.  Obedience to traffic-control devices.

16(a.1)  Penalty.--

17(1)  A person who violates this section commits a summary
18offense and shall, upon conviction, pay a fine of $150. No
19[other] costs or surcharges[, including those described in]
20imposed under 42 Pa.C.S. § 1725.1 (relating to costs) [and]
21or section 6506 (relating to surcharge)[,] shall be assessed
22or imposed upon a conviction under this [paragraph] section.

23(2)  Notwithstanding any other provision of law,
24including 42 Pa.C.S. § 3733(a) (relating to deposits into
25account), the fine collected under paragraph (1) shall be
26deposited as follows:

27(i)  Twenty-five dollars of the fine shall be
28deposited as provided under 42 Pa.C.S. § 3733(a).

29(ii)  After deposit of the amount under subparagraph
30(i), the remaining portion of the fine shall be deposited

1into the Public Transportation Trust Fund.

3Section 2 3. This act shall take effect <-in 60 days. as 
4follows:

5(1) This section shall take effect immediately.

6(2) The amendment of 75 Pa.C.S. § 3111(a.1) shall take 
7effect January 1, 2014, or immediately, whichever is later.

8(3) The remainder of this act shall take effect in 60
9days.
