1Amending the act of June 13, 1967 (P.L.31, No.21), entitled "An
2act to consolidate, editorially revise, and codify the public
3welfare laws of the Commonwealth," further providing for
4establishment of Human Services Block Grant Pilot Program.

5The General Assembly of the Commonwealth of Pennsylvania
6hereby enacts as follows:

7Section 1. Section 1402-B of the act of June 13, 1967
8(P.L.31, No.21), known as the Public Welfare Code, added June
930, 2012 (P.L.668, No.80), is amended to read:

10Section 1402-B. Establishment of Human Services Block Grant
11Pilot Program.

12(a) General rule.--The Human Services Block Grant Pilot
13Program is established for the purpose of allocating block grant
14funds to county governments to provide locally identified
15county-based human services that will meet the service needs of
16county residents. A county's request to participate in the block
17grant shall be on a form and contain such information as the
18department may prescribe. The department, in its discretion, may
19approve a county's request based on criteria determined by the

1department. No more than [20] 30 counties may participate in the
2block grant in any fiscal year.

3(b) Reconsideration.--Counties that applied for the block
4grant pilot program for fiscal year 2012-2013 and were not
5selected may apply for reconsideration for the program for
6fiscal year 2013-2014. If a county declines to apply for
7reconsideration, another county not on the original application
8list may apply for the program.

9Section 2. This act shall take effect in 60 days.
