A RESOLUTION

Urging the Congress of the United States to support continued

2

and increased importation of Canadian oil.

3

WHEREAS, Energy affects all aspects of American life and is

4

indispensable for quality of life, economic growth and the

5

sustainability of modern society; and

6

WHEREAS, Access to energy and the supply of energy will only

7

become more important in the future as energy demand continues

8

to increase; and

9

WHEREAS, The United States is still many years away from

10

ending its dependence on nonrenewable resources, despite the

11

recent focus on renewable energy; and

12

WHEREAS, In order to fuel our economy, the United States will

13

need more oil and natural gas, while also requiring additional

14

alternative energy sources; and

15

WHEREAS, The United States currently depends on foreign

16

imports for more than half of our petroleum usage; and

17

WHEREAS, The United States is the largest consumer of

petroleum in the world, and our dependence on foreign oil has

2

created difficult geopolitical relationships with damaging

3

consequences for our national security; and

4

WHEREAS, A recent study by the United States Department of

5

Energy found that increasing importation of oil from Canada has

6

the potential to substantially reduce our country's dependency

7

on sources outside of North America; and

8

WHEREAS, Canadian oil reserves are vast and are second only

9

to Saudi Arabia's, using current measurements and technology;

10

and

11

WHEREAS, Canada is a friendly neighbor with whom the United

12

States has an excellent political rapport and a trading

13

relationship that is the largest in the world. Just as Canada

14

sends more than 99% of its oil exports to the United States,

15

United States companies are among the largest suppliers of goods

16

and services to the Canadian oil sector. Increasing Canadian oil

17

imports provides greater fuel supply reliability and reduces the

18

risk of supply disruptions to consumers; and

19

WHEREAS, Supporting the continued shift toward reliable and

20

secure sources of Canadian oil is of vital interest to the

21

United States and to the Commonwealth of Pennsylvania; therefore

22

be it

23

RESOLVED, That the Senate of the Commonwealth of Pennsylvania

24

urge the Congress of the United States to support continued and

25

increased importation of Canadian oil; and be it further

26

RESOLVED, That the Senate urge Congress to ask the United

27

States Secretary of State to approve the TransCanada Keystone

28

Pipeline Project that has been awaiting a Presidential Permit

29

since 2008 to reduce dependence on foreign oil; and be it

30

further

RESOLVED, That the Secretary of the Senate be directed to

2

transmit a copy of this Resolution to the President of the

3

United States and to the each member of Congress from

4

Pennsylvania.
