A JOINT RESOLUTION

Proposing separate and distinct amendments to the Constitution

2

of the Commonwealth of Pennsylvania, further providing for

3

qualifications for members of the General Assembly and the

4

executive branch.

The General Assembly of the Commonwealth of Pennsylvania

6

hereby resolves as follows:

7

Section 1.  The following separate and distinct amendments to

8

the Constitution of Pennsylvania are proposed in accordance with

9

Article XI:

(1)  That section 5 of Article II be amended to read:

11

§ 5.  Qualifications of members.

12

Senators shall be at least 25 years of age and

13

Representatives 21 years of age. They shall have been citizens

14

and inhabitants of the State four years, and inhabitants of

15

their respective districts one year next before their election

16

(unless absent on the public business of the United States or of

17

this State), [and] shall reside in their respective districts

18

during their terms of service[.] and shall be registered to vote

in the respective districts they are seeking to represent.

(2)  That section 5 of Article IV be amended to read:

§ 5.  Qualifications of Governor, Lieutenant Governor and

4

Attorney General.

No person shall be eligible to the office of Governor,

6

Lieutenant Governor or Attorney General except a citizen of the

7

United States, who shall be registered to vote in this

8

Commonwealth, shall have attained the age of 30 years, and have

9

been seven years next preceding his election an inhabitant of

10

this Commonwealth, unless he shall have been absent on the

11

public business of the United States or of this Commonwealth. No

12

person shall be eligible to the office of Attorney General

13

except a member of the bar of the Supreme Court of Pennsylvania.

Section 2.  (a)  Upon the first passage by the General

15

Assembly of these proposed constitutional amendments, the

16

Secretary of the Commonwealth shall proceed immediately to

17

comply with the advertising requirements of section 1 of Article

18

XI of the Constitution of Pennsylvania and shall transmit the

19

required advertisements to two newspapers in every county in

20

which such newspapers are published in sufficient time after

21

passage of these proposed constitutional amendments.

(b)  Upon the second passage by the General Assembly of these

23

proposed constitutional amendments, the Secretary of the

24

Commonwealth shall proceed immediately to comply with the

25

advertising requirements of section 1 of Article XI of the

26

Constitution of Pennsylvania and shall transmit the required

27

advertisements to two newspapers in every county in which such

28

newspapers are published in sufficient time after passage of

29

these proposed constitutional amendments. The Secretary of the

30

Commonwealth shall submit the proposed constitutional amendments

under section 1 to the qualified electors of this Commonwealth

2

as separate ballot questions at the first primary, general or

3

municipal election which meets the requirements of and is in

4

conformance with section 1 of Article XI of the Constitution of

5

Pennsylvania and which occurs at least three months after the

6

proposed constitutional amendments are passed by the General

7

Assembly.
