| A RESOLUTION |
| |
1 | Commemorating the 150th anniversary of the Loyal War Governors' |
2 | Conference in Altoona, Blair County. |
3 | WHEREAS, By the middle of 1862, the Union's prospects in the |
4 | American Civil War were not promising because they were marked |
5 | by substantial military setbacks throughout the country; and |
6 | WHEREAS, Prompted by this lack of progress and the real |
7 | possibility of the South's cementing its independence, |
8 | Pennsylvania Governor Andrew Curtin called a meeting of northern |
9 | governors in Altoona, Blair County, on September 24 and 25, |
10 | 1862; and |
11 | WHEREAS, This historic meeting, known as the Loyal War |
12 | Governors' Conference, occupies a special place in history as a |
13 | hallmark political and moral moment of the conflict; and |
14 | WHEREAS, At the conclusion of this meeting, the 13 governors |
15 | of the states in the Union issued a declaration in favor of a |
16 | more forceful prosecution of the war and in support of the |

1 | Emancipation Proclamation, which had been announced just days |
2 | earlier by President Lincoln; and |
3 | WHEREAS, The declaration affirmed the governors' offer to |
4 | raise additional troops for the Union and to support the |
5 | policies of the administration to preserve the Union, which |
6 | ultimately helped prevent foreign intervention to assist the |
7 | South; and |
8 | WHEREAS, The declaration also gave strength to the |
9 | President's emancipation efforts and foreshadowed the social |
10 | development of a reunified nation that would no longer allow a |
11 | portion of its population to be held in chains; and |
12 | WHEREAS, The 150th anniversary of this little known but |
13 | historically significant event is being celebrated in Altoona |
14 | for four days starting September 27, 2012, with free lectures, |
15 | films, exhibits, interactive displays, reenactments and a visit |
16 | by the Pennsylvania Civil War Roadshow; therefore be it |
17 | RESOLVED, That the House of Representatives commemorate the |
18 | 150th anniversary of the Loyal War Governors' Conference in |
19 | Altoona, Blair County, and congratulate the dedicated |
20 | individuals and organizations of the Blair County Civil War |
21 | coalition for their hard work and commitment to marking this |
22 | historic occasion for the benefit of the citizens of this |
23 | Commonwealth and all other Americans. |
