| A RESOLUTION |
| |
1 | Memorializing the Congress of the United States to pass without |
2 | delay legislation which creates an equitable and profitable |
3 | budget solution and revenue model for the future stability of |
4 | the United States Postal Service. |
5 | WHEREAS, The United States Postal Service (USPS) is an |
6 | independent entity, but was explicitly created and charged with |
7 | serving the people of this country in the Constitution of the |
8 | United States; and |
9 | WHEREAS, The USPS employs more than 574,000 individuals who |
10 | are legally responsible for delivering mail at a set uniform |
11 | price to every American, regardless of location or geography; |
12 | and |
13 | WHEREAS, The mission of the USPS is to provide the American |
14 | public with trusted universal postal service at affordable |
15 | prices across multiple dimensions such as geographic scope, |
16 | range of products, access to services and facilities, delivery |
17 | frequency, affordable and uniform pricing, service quality and |
18 | security; and |

1 | WHEREAS, The USPS operates under an annual budget of more |
2 | than $70 billion, but due to existing budgetary requirements, |
3 | structure and business climate, it is losing approximately $25 |
4 | million a day; and |
5 | WHEREAS, Americans across the nation are facing uncertainty |
6 | surrounding the potential closings of their local post offices |
7 | and employees of the USPS are suffering undue stress and |
8 | hardship due to possible future job losses; and |
9 | WHEREAS, United States Postmaster Patrick R. Donahue has |
10 | published a detailed report of recommendations, but there is |
11 | still progress to be made in addressing the budget and revenue |
12 | problems of the USPS by the Congress of the United States as |
13 | each chamber has proposed legislation with differing |
14 | recommendations for addressing the increasing debt and |
15 | decreasing revenue of the USPS; therefore be it |
16 | RESOLVED, That the House of Representatives of the |
17 | Commonwealth of Pennsylvania memorialize the Congress of the |
18 | United States to pass without delay legislation which creates an |
19 | equitable and profitable budget solution and revenue model for |
20 | the future stability of the United States Postal Service; and be |
21 | it further |
22 | RESOLVED, That current plans to close local post offices and |
23 | mail processing centers cease and no other action be taken |
24 | toward closing or relocating post offices or eliminating or |
25 | reclassifying jobs until such time when the mission of the |
26 | United States Postal Service can be assured; and be it further |
27 | RESOLVED, That copies of this resolution be transmitted to |
28 | the President of the Senate of the United States, the Speaker of |
29 | the House of Representatives of the United States, the Majority |
30 | Leader of the Senate of the United States, the Minority Leader |

3 | Leader of the House of Representatives of the United States and |
