A RESOLUTION

Directing the Legislative Budget and Finance Committee to

2

conduct a study to evaluate the delivery of services for

3

Intellectual Disability Consolidated Waiver services, Child

4

Welfare, Community-Based Mental Health, Intellectual

5

Disability Community-Based Program and Drug and Alcohol

6

services.

WHEREAS, The fiscal year 2012-2013 State budget appropriates

8

more than $2,600,000,000 for Intellectual Disability Community

9

Waiver and Base Program services, Community-Based Mental Health

10

services, Child Welfare services and Drug and Alcohol services;

11

and

12

WHEREAS, A substantial portion of these services is delivered

13

by nonprofit service providers; therefore be it

14

RESOLVED, That the House of Representatives direct the

15

Legislative Budget and Finance Committee to conduct a study to

16

evaluate the delivery of services for Intellectual Disability

17

Consolidated Waiver services, Child Welfare, Community-Based

18

Mental Health, Intellectual Disability Community-Based Program

19

and Drug and Alcohol services; and be it further

20

RESOLVED, That the Legislative Budget and Finance Committee,

in consultation and cooperation with the Department of Public

2

Welfare, collect and compile the expenditures for each nonprofit

3

service provider, including the compensation of executives and

4

the 20 highest paid employees, association dues, debts, assets,

5

lobbying expenses, administrative expenses, operating costs and

6

the indirect and direct costs of delivering care or services;

7

and be it further

8

RESOLVED, That the Legislative Budget and Finance Committee

9

provide a report regarding the expenditures of each nonprofit

10

service provider and any other information the committee deems

11

necessary; and be it further

12

RESOLVED, That the report shall include recommendations to

13

address the unmet service needs of individuals and increase the

14

efficiency and quality of the direct delivery system; and be it

15

further

16

RESOLVED, That the report shall be submitted to the chairman

17

and minority chairman of the Health Committee of the House of

18

Representatives, the Human Services Committee of the House of

19

Representatives and the Appropriations Committee of the House of

20

Representatives by April 1, 2013.
