A RESOLUTION

Recognizing the 40th anniversary of the Federal Title IX of the

2

Education Amendments of 1972, amendments barring

3

discrimination based on gender in scholastic athletics and

4

education.

5

WHEREAS, On June 23, 1972, President Richard Nixon signed

6

into law Title IX of the Education Amendments of 1972

7

(P.L.92-318, 86 Stat. 235), which provided that "No person in

8

the United States shall, on the basis of sex, be excluded from

9

participation in, be denied the benefits of, or be subjected to

10

discrimination under any education program or activity receiving

11

Federal financial assistance"; and

12

WHEREAS, Title IX granted women the same access as men to

13

federally funded programs and enabled millions of women to take

14

part in athletic and educational programs; and

15

WHEREAS, Title IX has provided an invaluable beacon for women

pursuing not only sports careers but also quality educations;

2

and

3

WHEREAS, Title IX has enabled millions of girls and women to

4

learn important life lessons on teamwork, independence and

5

leadership; and

6

WHEREAS, Title IX has not only opened educational doors that

7

had previously been shut to women, but it also expanded

8

opportunities for women both on the playing field and in the

9

work force; and

10

WHEREAS, In 1972, an estimated 294,015 girls participated in

11

high school sports, but by the 2010-2011 school year, an

12

estimated 3,173,549 girls were competing in high school sports,

13

a 979% increase; therefore be it

14

RESOLVED, That the House of Representatives recognize the

15

40th anniversary of the Federal law Title IX of the Education

16

Amendments of 1972, which stands out as a landmark law, breaking

17

down barriers in sports for women and girls, helping millions of

18

girls and women reach their potential on and off the field of

19

play, both in this Commonwealth and across the United States.
