| A RESOLUTION |
| |
1 | Commemorating the 75th anniversary of the Wildlife and Sport |
2 | Fish Restoration Program and America's greatest conservation |
3 | story. |
4 | WHEREAS, More than a century ago, hunters, anglers and |
5 | trappers were among the first conservationists who realized |
6 | America's natural resources were in peril and could not sustain |
7 | unregulated harvest and habitat destruction; and |
8 | WHEREAS, Hunters, anglers and trappers took it upon |
9 | themselves to support laws that stopped excessive harvest of |
10 | fish and wildlife, established game and fish agencies to protect |
11 | fish, wildlife and their habitats and supported special fishing |
12 | and hunting license fees to help fund the new agencies' efforts |
13 | to provide for healthy natural resources for future generations; |
14 | and |

1 | WHEREAS, Upon realizing that license fees alone were |
2 | insufficient to restore and sustain healthy fish and wildlife |
3 | populations, hunters, anglers and trappers supported excise |
4 | taxes on firearms, ammunition and hunting and fishing equipment |
5 | to raise additional funds to support restoration and enhancement |
6 | efforts of the state agencies; and |
7 | WHEREAS, These efforts became known as the Wildlife and Sport |
8 | Fish Restoration Program that began 75 years ago with the |
9 | passage of the Federal Aid in Wildlife Restoration Act in 1937, |
10 | and again with the Federal Aid in Sport Fish Restoration Act in |
11 | 1950, and further expanded with the Wallop-Breaux amendment to |
12 | the Sport Fish Restoration Act in 1984; and |
13 | WHEREAS, The combined contribution of the Wildlife and Sport |
14 | Fish Restoration Program to state fish and wildlife agencies |
15 | exceeds $13 billion since 1939, the first year money was |
16 | distributed to the states, which is more than any other single |
17 | conservation effort in American history; and |
18 | WHEREAS, This cooperative partnership among hunters, anglers, |
19 | trappers and state natural resource agencies has resulted in the |
20 | most successful model of fish and wildlife management in the |
21 | world, restoring populations from coast to coast and in Alaska |
22 | and Hawaii; therefore be it |
23 | RESOLVED, That the House of Representatives recognize |
24 | America's hunters, anglers and trappers for their leading role |
25 | in restoring healthy populations of fish, wildlife and other |
26 | natural resources, both game and nongame, to the abundance we |
27 | see today; and be it further |
28 | RESOLVED, That the House of Representatives commemorate the |
29 | 75th anniversary of the Wildlife and Sport Fish Restoration |
30 | Program and America's greatest conservation story; and be it |

2 | RESOLVED, That a copy of this resolution be transmitted to |
3 | the Pennsylvania Department of Conservation and Natural |
4 | Resources, the Pennsylvania Game Commission, the Pennsylvania |
5 | Fish and Boat Commission, the Pennsylvania Congressional |
6 | Delegation and local, regional and national media sources so |
7 | that all may know and appreciate the foresight and contributions |
8 | from anglers, hunters and trappers on behalf of our nation's |
9 | natural resources. |
