| A RESOLUTION |
| |
1 | Commending the heroic efforts of private and public |
2 | organizations and individual responders in the wake of |
3 | flooding caused throughout Pennsylvania by Tropical Storm |
4 | Lee, and praising the leadership of Governor Tom Corbett. |
5 | WHEREAS, Beginning on Tuesday, September 6, 2011, rainfall |
6 | from Tropical Storm Lee circulated over the central and eastern |
7 | portions of Pennsylvania, held in place by Hurricane Katia which |
8 | was stalled off the mid-Atlantic coast; and |
9 | WHEREAS, Weather forecasters and emergency responders such as |
10 | the Pennsylvania Emergency Management Agency watched the weather |
11 | event throughout Tuesday and by Wednesday were sounding alarms |
12 | that the potential for serious flooding was becoming more and |
13 | more likely; and |
14 | WHEREAS, By Wednesday evening, evacuation orders were given |
15 | to persons living in the floodplains of Pennsylvania, and |

1 | Governor Tom Corbett used all media sources to advise everyone |
2 | to prepare for unusual flooding conditions; and |
3 | WHEREAS, The Governor activated the Pennsylvania National |
4 | Guard, public officials went door to door in flood-prone areas |
5 | urging residents to evacuate, television stations went full time |
6 | with storm-related information and public announcements, police |
7 | departments and fire departments increased their manpower by |
8 | extending shifts, citizens prepared and the American Red Cross |
9 | opened shelters for persons and pets evacuated by the storm; and |
10 | WHEREAS, These are but a few of the outstanding efforts |
11 | exerted as flooding from the storm occurred throughout central |
12 | and eastern Pennsylvania, causing the highest water levels in |
13 | many locations of this Commonwealth since the historic flooding |
14 | caused by Hurricane Agnes in late June of 1972; and |
15 | WHEREAS, Cleaning up and restoring businesses and |
16 | neighborhoods is expected to take anywhere from a few weeks to |
17 | several years, as damage estimates climb into the hundreds of |
18 | millions of dollars; and |
19 | WHEREAS, Both President Barack Obama and Governor Corbett |
20 | have issued declarations of disaster, thereby qualifying |
21 | affected residents and business owners for Federal and State |
22 | funding assistance; and |
23 | WHEREAS, In spite of Tropical Storm Lee's devastation, |
24 | Pennsylvanians continue to work together to minimize its damage, |
25 | private and public organizations and individual responders are |
26 | demonstrating heroic selflessness, and Governor Corbett's |
27 | outstanding leadership has instilled guidance, confidence and |
28 | support at this time of trial; therefore be it |
29 | RESOLVED, That the House of Representatives commend the |
30 | heroic efforts of private and public organizations and |

3 | Governor Tom Corbett. |
