A RESOLUTION

Recognizing May 2011 as "Drug Treatment Court Month" in

2

Pennsylvania.

WHEREAS, Since the founding in 1997 of the Philadelphia

4

Treatment Court, 54 treatment courts have been successfully

5

implemented in this Commonwealth as a way to address nonviolent

6

crime which involves or results from drug and alcohol dependency

7

of adult and juvenile offenders; and

8

WHEREAS, Drug treatment court programs utilize intensive

9

judicial supervision, mandatory substance abuse treatment,

10

frequent drug and alcohol testing, escalating sanctions combined

11

with positive incentives and offender accountability to break

12

the cycle of addiction, thereby reducing recidivism and

13

promoting public safety; and

14

WHEREAS, Studies of the outcome of offenders who have

15

successfully completed a drug treatment court program have

16

demonstrated that their rate of recidivism can be reduced by as

17

much as 35% compared to those sentenced through the traditional

criminal justice system, while as many as 75% of successful

2

participants typically remain arrest free two years after

3

graduating from the program; and

4

WHEREAS, The success of drug treatment courts has been the

5

result of hard work and dedication among judges, prosecutors,

6

defense attorneys, treatment professionals, law enforcement,

7

correctional personnel, researchers and educators, national and

8

community leaders working in collaboration to address the

9

problems of addiction and its impact on the safety of their

10

communities; and

11

WHEREAS, Drug treatment courts have provided an alternative

12

to incarceration, thereby reducing the burden on taxpayers,

13

while transforming the lives of addicted offenders and

14

decreasing the tangible and intangible costs that crime imposes

15

on victims, on families and on our society; and

16

WHEREAS, The drug treatment court model should be emulated

17

and encouraged throughout this Commonwealth; therefore be it

18

RESOLVED, That the House of Representatives recognize the

19

month of May 2011 as "Drug Treatment Court Month" in

20

Pennsylvania, commend the practitioners and participants who

21

make drug treatment courts work and recognize the significant

22

contributions that drug treatment courts make in reducing drug

23

usage and crime in this Commonwealth.
