A RESOLUTION

Expressing an intent to maintain current funding for sickle cell

2

disease in order to provide for the continued medical

3

treatment and social services to persons living in this

4

Commonwealth who suffer with sickle cell disease.

5

WHEREAS, The funding for sickle cell disease or "SCD" in this

6

Commonwealth provides comprehensive medical care based on

7

clinical models of care and a continuum of treatment for

8

individuals diagnosed with SCD; and

9

WHEREAS, In this Commonwealth, SCD affects over 17,000

10

persons and over 75,000 persons are trait carriers of the

11

disease; and

12

WHEREAS, Sickle cell disease is the most common genetic blood

13

disorder caused by abnormal hemoglobin molecules in the red

14

blood cells and is characterized by chronic anemia and episodes

15

of pain; and

WHEREAS, It is a global disease that affects in excess of

17

100,000 persons in the United States; and

WHEREAS, People of Mediterranean, Hispanic, Asian, Sicilian,

2

Greek, Italian, Indian and Turkish ancestry are also affected,

3

but African Americans are disproportionately affected with one

4

in 375 infants born with sickle cell disease and one in ten

5

persons with sickle cell trait; and

6

WHEREAS, Hispanics are the second largest population in this

7

Commonwealth affected by sickle cell disease, having an

8

incidence of one in 1,000 persons; and

9

WHEREAS, Complications or manifestations of SCD attribute to

10

increased hospitalizations requiring comprehensive medical care,

11

and frequent hospitalizations are often a result of strokes,

12

acute chest syndrome, pulmonary hypertension or kidney failure;

13

and

14

WHEREAS, Community-based programs and medical partners

15

collaborate to provide comprehensive services to individuals in

16

our Commonwealth who suffer with SCD; and

17

WHEREAS, It is important to maintain the current status of

18

sickle cell disease as an appropriated and dedicated budget line

19

item; and

20

WHEREAS, This dedicated line item will serve to reduce health

21

disparities and continue to enable community and medical

22

partners in providing a continuum of service and commitment to

23

individuals suffering from this devastating genetic disease; and

24

WHEREAS, It is critical not to reduce the funding levels for

25

sickle cell disease; therefore be it

26

RESOLVED, That the House of Representatives express its

27

intent to maintain current funding for sickle cell disease in

28

order to provide for the continued medical treatment and social

29

services to persons living in this Commonwealth who suffer with

30

sickle cell disease.
