A RESOLUTION

Directing the Legislative Budget and Finance Committee to study

2

the fiscal impact of electing the Insurance Commissioner of

3

the Commonwealth by popular vote.

WHEREAS, The Constitution of Pennsylvania currently provides

5

for the appointment of the Insurance Commissioner by the

6

Governor; and

7

WHEREAS, The Insurance Commissioner has the ability to

8

dramatically impact the lives of citizens through policy

9

decisions regarding automobile, health, homeowner's and other

10

types of insurance; and

11

WHEREAS, Many other states currently elect their Insurance

12

Commissioner by popular vote; and

13

WHEREAS, Legislation has been introduced in the General

14

Assembly during past sessions to provide for the Statewide

15

election of the Insurance Commissioner; and

16

WHEREAS, In the current legislative session, legislation has

17

been introduced to amend the Constitution of Pennsylvania to

provide for the election of the Insurance Commissioner in the

2

same election cycle as the election of the Auditor General and

3

the State Treasurer; and

4

WHEREAS, The General Assembly and the public would benefit

5

from having objective information in the debate to elect the

6

Insurance Commissioner; therefore be it

7

RESOLVED, That the House of Representatives direct the

8

Legislative Budget and Finance Committee to study the financial

9

impact on the Commonwealth and individual counties in providing

10

for the election of the Insurance Commissioner in the same

11

election cycle as the election of the Auditor General and the

12

State Treasurer; and be it further

13

RESOLVED, That the Legislative Budget and Finance Committee

14

report all findings on this matter to the General Assembly no

15

later than six months after the adoption of this resolution.
