A RESOLUTION

Strongly urging all public schools in this Commonwealth to use a

2

merit-based system for teacher layoffs.

WHEREAS, A seniority-based system for determining teacher

4

layoffs results in more teachers being laid off than would be

5

under a merit-based system because shorter-tenured teachers are

6

paid less than their longer-tenured counterparts which results

7

in materially larger class sizes; and

8

WHEREAS, Recently hired teachers are some of our best and

9

brightest teachers, and seniority in and of itself is not a

10

determining factor in teacher quality; therefore be it 

11

RESOLVED, That the Senate strongly urge public schools in

12

this Commonwealth to conduct public school teacher layoffs on a

13

merit basis and that individual principals at any affected

14

schools should have sole discretion to determine which teachers

15

shall be subject to the layoff; and be it further

16

RESOLVED, That, when making those determinations, principals

17

consider all factors they deem relevant in determining merit,

18

including student achievement on standardized tests, the

improvement in student achievement, the quality and innovation

2

of the teacher's lesson plans, the teacher's willingness to work

3

extra time with students, the level of discipline the teacher

4

maintains in the classroom and input from the parents of the

5

teacher's students.
