A RESOLUTION

Urging the Commonwealth and all of its departments, agencies,

2

boards and commissions to procure and utilize, where

3

possible, Pennsylvania remanufactured automobile parts and

4

equipment to perform their designated functions.

5

WHEREAS, Remanufacturing is designed to improve and reuse

6

worn-out, defective or discarded parts or products in a manner

7

that saves money for consumers, protects the environment and

8

conserves natural resources; and

9

WHEREAS, Used parts and products are cleaned, inspected,

10

refurbished and repaired or replaced during the remanufacturing

11

process; and

12

WHEREAS, The parts and products then are reassembled and

13

performance-tested to meet industry standards and specifications

14

for the particular part or product; and

15

WHEREAS, Commonly remanufactured items include, but are not

16

limited to, automobile parts, aircraft parts, computer hardware,

17

photocopiers, office furniture and toner cartridges; and

18

WHEREAS, Remanufacturing is a major industry in the national

19

economy, accounting for more than $53 billion in annual sales in

the United States; and

2

WHEREAS, The remanufacturing industry provides 480,000 direct

3

jobs at remanufacturing firms and companies in the United

4

States; and

5

WHEREAS, Remanufacturing of automobile parts and equipment

6

accounts for $36 billion in annual sales; and

7

WHEREAS, Remanufacturing of parts and products is a

8

significant source of safeguarding the environment, recycling

9

and conserving natural resources; and

10

WHEREAS, Remanufacturing often saves more than 80% of the

11

energy and materials necessary to create a new part or product;

12

and

13

WHEREAS, Remanufacturing reduces carbon dioxide emissions by

14

28 million tons annually, equivalent to the amount of carbon

15

dioxide released by ten 500 megawatt coal-fired electricity-

16

generating plants annually; and

17

WHEREAS, Remanufacturing automobile parts and equipment

18

significantly reduces emissions, since castings do not need to

19

be resmelt in the remanufacturing process; and

20

WHEREAS, Remanufacturing parts and products saves the

21

equivalent of 400 trillion BTUs per year; and

22

WHEREAS, The 400 trillion BTUs saved by remanufacturing is

23

equivalent to the electricity produced by eight nuclear power

24

plants annually; and

25

WHEREAS, The annual energy saved by remanufacturing parts and

26

products equals 16 million barrels of crude oil or the lifetime

27

fuel consumption of 75,000 automobile owners; and

28

WHEREAS, The material conserved by remanufacturing equals 14

29

million tons annually or enough material to fill a train 1,650

30

miles long; and

WHEREAS, Remanufacturing automobile parts and equipment

2

significantly reduces solid waste by reusing materials rather

3

than sending the materials to junkyards and ultimately to

4

landfills; and

5

WHEREAS, Remanufactured automobile parts and equipment

6

typically save consumers 30% to 50% compared to the price of

7

newly manufactured comparable parts and equipment; and

8

WHEREAS, Automobile parts and equipment are among the most

9

reusable consumer products with 75% to 80% of an automobile's

10

parts and equipment being recyclable; and

11

WHEREAS, Remanufactured automobile parts and equipment shall

12

be labeled as such; and

13

WHEREAS, Remanufactured parts and products typically meet the

14

exacting quality assurance and environmental standards set forth

15

by organizations specializing in those standards, such as the

16

International Standards Organization; and

17

WHEREAS, Remanufactured parts and products often are

18

certified and guaranteed to last as long as newly manufactured

19

parts and products; and

20

WHEREAS, The affordability of remanufactured parts extends

21

the life of automobiles, keeping them on the road rather than in

22

various junkyards; therefore be it

23

RESOLVED, That the Senate recognize the importance of the

24

remanufacturing industry, including the financial and

25

environmental benefits from using remanufactured automobile

26

parts and equipment, and respectfully urge the Governor of

27

Pennsylvania to issue an Executive order directing the

28

Commonwealth and all of its departments, agencies, boards and

29

commissions to procure and utilize, where possible, Pennsylvania 

30

remanufactured automobile parts and equipment to perform their

designated functions; and be it further

RESOLVED, That copies of this resolution be transmitted to

3

the Governor and to the Speaker of the House of Representatives.
