| AN ACT |
| |
1 | Designating Bushkill Drive, State Route 2019, Northampton |
2 | County, as the Victor W. Anckaitis Memorial Highway; and | <-- |
3 | designating a portion of State Route 2017 in Lower Macungie |
4 | Township, Lehigh County, as the Sgt. Ashly L. Moyer Memorial |
5 | Road. |
6 | WHEREAS, Victor W. Anckaitis served the people of the |
7 | Commonwealth as the first Secretary of Transportation; and |
8 | WHEREAS, Mr. Anckaitis dedicated himself to the improvement |
9 | of the transportation network in Pennsylvania through his |
10 | service in leadership roles as the chief engineer for the |
11 | Department of Highways, Superintendent of Highways in |
12 | Northampton County and chairman of the Lehigh and Northampton |
13 | Transportation Authority; and |
14 | WHEREAS, Mr. Anckaitis also served as a member of the |
15 | Pennsylvania Turnpike Commission, the State Transportation |
16 | Commission, The Delaware Valley Regional Planning Commission, |
17 | the Governor's Council on Natural Resources and Beauty and the |

1 | Lehigh Valley Flood Control Council; and |
2 | WHEREAS, Mr. Anckaitis received an honorary doctorate in |
3 | engineering from Lafayette College and numerous other civic and |
4 | professional awards. |
5 | The General Assembly of the Commonwealth of Pennsylvania |
6 | hereby enacts as follows: |
7 | Section 1. Victor W. Anckaitis Memorial Highway. |
8 | (a) Designation.--The section of Bushkill Drive, State Route |
9 | 2019, in Northampton County, from the intersection with State |
10 | Route 1002, known as Tatamy Road, to the intersection with 13th |
11 | Street in the City of Easton, is designated and shall be known |
12 | as the Victor W. Anckaitis Memorial Highway. |
13 | (b) Signs.--The Department of Transportation shall erect and |
14 | maintain appropriate signs which shall display the name of the |
15 | highway designated in subsection (a) at each end. |
16 | Section 2. Sgt. Ashly L. Moyer Memorial Road. | <-- |
17 | (a) Declaration of policy.--The General Assembly finds and |
18 | declares as follows: |
19 | (1) Sgt. Ashly L. Moyer was born in Allentown, Lehigh |
20 | County, and graduated from Emmaus High School in 2003. |
21 | (2) In 2004 Sgt. Moyer graduated from the Army Military |
22 | Police School in Missouri and served at Guantanamo Bay, Cuba, |
23 | and Bamberg, Germany, before being assigned to Iraq in the |
24 | 630th Military Police Company, 793rd Military Police |
25 | Battalion, of the United States Army. |
26 | (3) Sgt. Moyer made the supreme sacrifice on March 3, |
27 | 2007, when the 21-year-old was killed while on routine patrol |
28 | and driving an armored patrol vehicle. She was driving the |
29 | second vehicle in a convoy of four. As the lead vehicle drove |
30 | over a buried bomb, insurgents detonated it by remote |

1 | control. The occupants of the lead vehicle survived, but the |
2 | explosion detonated the fuel tank on Moyer's vehicle, |
3 | creating a fireball that killed her and the two sergeants |
4 | with her. |
5 | (4) Inspired by her family's military lineage, her |
6 | Marine grandfather having served in World War II, Korea and |
7 | Vietnam, Moyer joined the Army Reserve through the delayed |
8 | enlistment program while still attending Emmaus High School. |
9 | (5) At the time of her death she was survived by her |
10 | parents, Jane Drumheller of Pike County and Michael Moyer of |
11 | Lower Macungie, brothers Tyler, 12, and Kyle, 10, a sister, |
12 | Teagan, 8, and a stepsister, Karissa, 21. She was also |
13 | survived by her stepparents, grandfather and great- |
14 | grandmother. |
15 | (b) Designation.--State Route 2017, Brookside Road in Lower |
16 | Macungie Township, Lehigh County, from the intersection with |
17 | State Route 2021, Buckeye Road, to the intersection with State |
18 | Route 222 is hereby designated as the Sgt. Ashly L. Moyer |
19 | Memorial Road. |
20 | (c) Signs.--The Department of Transportation shall erect and |
21 | maintain appropriate signs to indicate the designation under |
22 | subsection (b). |
23 | Section 2 3. Effective date. | <-- |
24 | This act shall take effect in 60 days. |
