A RESOLUTION

Urging the Bureau of Pennsylvania State Lottery to implement the

2

game of chance known as keno, allow it to be conducted in

3

certain retail liquor establishments and dedicate the revenue

4

generated to fund the State Employees' Retirement System and

5

the Public School Employees' Retirement System until they are

6

certified to be actuarially sound, after which the revenue is

7

to be deposited in the Property Tax Relief Fund.

WHEREAS, Both the State Employees' Retirement System and the

9

Public School Employees' Retirement System pension funds are

10

facing a certain funding shortfall in the coming years; and

11

WHEREAS, The Commonwealth is obligated to cover these

12

shortfalls and numerous estimates place these pension costs

13

between five and ten billion dollars over the next six to ten

14

years; and

15

WHEREAS, An alternative source of revenue is needed to

16

adequately address these rising costs or an additional burden

17

will be placed on Pennsylvania taxpayers; and

18

WHEREAS, The game of chance known as keno that is legal in

19

several other states can provide a portion of this necessary

20

revenue if we allow it to be played in licensed liquor

establishments such as bars and clubs; and

WHEREAS, School property taxes continue to rise and remain an

3

ever-increasing burden on Pennsylvania homeowners; and

4

WHEREAS, Once the State Employees' Retirement System and the

5

Public School Employees' Retirement System pension funds are

6

certified to be actuarially sound, the revenue from keno can be

7

used to augment the Property Tax Relief Fund; therefore be it

8

RESOLVED, That the House of Representatives of the

9

Commonwealth of Pennsylvania urge the Bureau of Pennsylvania

10

State Lottery to implement the game of chance known as keno and

11

allow it to be conducted in certain retail liquor establishments

12

in Pennsylvania; and be it further

13

RESOLVED, That the revenue generated by keno be used to fund

14

the State Employees' Retirement System and the Public School

15

Employees' Retirement System until they are certified to be

16

actuarially sound, and after this certification, the revenue is

17

to be deposited in the Property Tax Relief Fund.
