A RESOLUTION

Observing the week of March 7 through 13, 2010, as "Problem

2

Gambling Awareness Week" in Pennsylvania.

3

WHEREAS, Individuals across the nation and in this

4

Commonwealth enjoy the recreational aspects of legalized gaming;

5

and

6

WHEREAS, For some individuals and families, gambling can

7

cause a significant disruption; and

8

WHEREAS, The National Council of Problem Gambling (NCPG)

9

reports that 2% to 3% of the United States population will have

10

a gambling problem in any given year; and

11

WHEREAS, Problem gambling should be considered a public

12

health issue affecting individuals of all ages, races and ethnic

13

backgrounds and having a significant societal and economic cost;

14

and

15

WHEREAS, Problem gambling is treatable, and treatment is

16

effective in minimizing the harm to both individuals and society

as a whole; and

WHEREAS, The conference committee report on Senate Bill 711

3

(Act No.1 of 2010) requires the Department of Health, in

4

consultation with other appropriate agencies and the single

5

county authorities, to develop a strategic plan for the

6

prevention and treatment of compulsive and problem gambling; and

7

WHEREAS, Numerous individuals, professionals and

8

organizations have dedicated their efforts to public awareness

9

of problem gambling and to the availability and effectiveness of

10

treatment; and

11

WHEREAS, The NCPG is coordinating the eighth annual national

12

"Problem Gambling Awareness Week" campaign, which seeks to

13

educate the public about the impact of problem gambling and the

14

availability of treatment options; therefore be it

15

RESOLVED, That the House of Representatives observe the week

16

of March 7 through 13, 2010, as "Problem Gambling Awareness

17

Week" in Pennsylvania; and be it further

18

RESOLVED, That the House of Representatives urge the

19

Pennsylvania Gaming Control Board to continue its outreach

20

efforts and to work with Pennsylvania gaming licensees to

21

develop and implement problem gambling programs at licensed

22

facilities and further promote community-based programs in this

23

Commonwealth; and be it further

24

RESOLVED, That the House of Representatives urge all the

25

citizens of this Commonwealth to learn more about problem

26

gambling and the programs available to help individuals and

27

families who have been adversely affected by this issue.
