INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35, NOVEMBER 9, 2009  

  

  

  

A RESOLUTION

Designating November 14, 2009, as "World Diabetes Day" in

2

Pennsylvania.

WHEREAS, In a 2007 telephone survey conducted for the

4

Department of Health, 9% of adults surveyed indicated that they

5

had diabetes and those with diabetes tended to be low-income

6

individuals with no more than a high school education; and

7

WHEREAS, In the United States, one-quarter of women and one-

8

third of men who have diabetes are unaware they have the

9

disease; and

10

WHEREAS, The United Nations has called diabetes "a chronic,

11

debilitating and costly disease associated with major

12

complications that pose severe risks for families, countries and

13

the entire world"; and

WHEREAS, Complications of diabetes include heart disease,

2

stroke, kidney disease, nerve disease, blindness and amputation;

3

and

4

WHEREAS, Control of blood glucose levels in people who have

5

diabetes has been shown to dramatically decrease the likelihood

6

of the occurrence of complications, thus improving the patients'

7

quality of life and decreasing health care expenditures; and

8

WHEREAS, Education concerning diabetes is critical in raising

9

awareness and in managing diabetes with a healthy lifestyle; and

10

WHEREAS, According to a 2001 study in the New England Journal

11

of Medicine, up to 90% of type 2 diabetes cases in women could

12

be preventable by adopting a healthier lifestyle that includes

13

improved diet and exercise and excludes tobacco and alcohol; and

14

WHEREAS, Diabetes and diabetes-related illness will take the

15

lives of approximately four million people this year; and

16

WHEREAS, The United Nations has declared November 14 as

17

"World Diabetes Day" since 2007 and invites all member states

18

and individuals to observe this day; therefore be it

19

RESOLVED, That the House of Representatives designate

20

November 14, 2009, as "World Diabetes Day" in Pennsylvania; and

21

be it further

22

RESOLVED, That people who have diabetes, their families and

23

friends and health care professionals in this Commonwealth be

24

urged to utilize this day to increase awareness and

25

understanding of diabetes so that in the future people with

26

diabetes will be better able to care for their own needs and

27

others will be better prepared to serve the needs of people who

28

have diabetes.
