A RESOLUTION

Directing the Bipartisan Management Committee to establish a

2

process by which members and employees of the House of

3

Representatives make employee contributions for health care

4

benefits.

5

WHEREAS, Health care costs continue to rise, increasing twice

6

as fast as average wages in this Commonwealth; and

7

WHEREAS, The Senate has recently amended its health benefits

8

plan to require Senators and employees of the Senate to

9

contribute a portion of their salary for health care benefits;

10

and

11

WHEREAS, All employers, both public and private, who are

12

constantly seeking to maximize coverage while minimizing costs

13

must continuously determine an equitable means to share the cost

14

burden of health care benefits; and

15

WHEREAS, The taxpayers of this Commonwealth are ultimately

16

the employers of the members and the employees of the House of

17

Representatives; and

WHEREAS, Members of the House of Representatives and its

2

employees currently do not make any employee contributions for

3

health care benefits; and

4

WHEREAS, The rank and file members have previously expressed

5

to caucus leaders the concern that the health care plan received

6

by House members reflect what average Pennsylvanians are facing

7

in being asked to assume a greater share of health care

8

insurance costs; and

9

WHEREAS, The leaders of each caucus in the House comprise the

10

Bipartisan Management Committee, which negotiates benefits for

11

House members and staff; therefore be it

12

RESOLVED, That the members of the House of Representatives

13

and its employees begin to make employee contributions for

14

health care benefits; and be it further

15

RESOLVED, That the Bipartisan Management Committee is

16

directed to negotiate with its health insurance carrier a

17

process by which members of the House of Representatives make

18

contributions for health care benefits by the end of calendar

19

year 2010; and be it further

20

RESOLVED, That the process established provide for

21

contributions to be calculated as a percentage of the cost of

22

each member's or employee's annual salary as negotiated by the

23

Bipartisan Management Committee.
