A RESOLUTION

Noting with sadness the death of civil liberties attorney Larry

2

Frankel of Philadelphia and Washington, DC, at 54 years of

3

age.

WHEREAS, Mr. Frankel demonstrated exceptional vision and

5

leadership in advancing civil liberties legislation in our

6

Commonwealth for 16 years as a legislative director and

7

executive director of the American Civil Liberties Union of

8

Pennsylvania; and

9

WHEREAS, Mr. Frankel was a formidable and trusted lobbyist in

10

Harrisburg, strategizing and fighting for Commonwealth

11

legislative reforms providing public access to government

12

records and strengthening voting and legitimate immigration

13

rights; and

WHEREAS, Mr. Frankel worked to defeat Statewide initiatives

2

that ran counter to the ACLU's vision of civil liberties; and

3

WHEREAS, In March 2008 Mr. Frankel became State Legislative

4

Counsel for the American Civil Liberties Union Washington

5

Legislative Office, where he assisted ACLU affiliates and

6

chapters nationwide to advocate for civil rights in their own

7

capitols; and

8

WHEREAS, A native of Burbank, California, Mr. Frankel earned

9

degrees from the University of California at Berkeley and UC

10

Berkeley Boalt Hall School of Law before moving to Philadelphia

11

in 1981; and

12

WHEREAS, Mr. Frankel led a private practice in civil,

13

criminal and security law before embarking on his greatest work

14

as a legislative strategist; therefore be it

15

RESOLVED, That the House of Representatives note with sadness

16

the death of civil liberties attorney Larry Frankel of

17

Philadelphia and Washington, DC, at 54 years of age.
