| A RESOLUTION |
| |
1 | Mandating full funding of subsidies for child-care programs. |
2 | WHEREAS, Due to the budget impasse, many child-care programs |
3 | are not opening this fall or will be operating with a |
4 | drastically reduced capacity; and |
5 | WHEREAS, According to the Pennsylvania Child Care |
6 | Association, there are more than 270,000 children in child care |
7 | on any given day in Pennsylvania; and |
8 | WHEREAS, Many of these children are from low-income working |
9 | families or single parent homes who receive child-care subsidy |
10 | assistance; and |
11 | WHEREAS, The child-care industry provides for an estimated |
12 | 58,000 jobs throughout this Commonwealth; and |
13 | WHEREAS, Eliminating or reducing funding for early care and |
14 | education programs could leave nearly 30,000 children on waiting |
15 | lists for safe and reliable care; and |
16 | WHEREAS, Quality child care and early education are important |
17 | factors in the economic vitality of this Commonwealth; and |

1 | WHEREAS, An investment in our children provides young |
2 | Pennsylvanians with the education they need to overcome risk |
3 | factors, succeed in school and one day become productive members |
4 | of society; therefore be it |
5 | RESOLVED, That the House of Representatives support a budget |
6 | for fiscal year 2009-2010 that fully funds important early |
7 | education programs, such as Head Start, Keystone STARS, Child |
8 | Care Works, Pre-K Counts and Early Intervention. |
